The Department of Justice and Community Safety is seeking a Vocational Services Manager to provide a critical role at Dame Phyllis Frost Centre.

About the Business Unit

The Corrections and Justice Services (CJS) group, comprising Corrections Victoria (CV), Justice Health and Justice Services, plays an integral role in developing safer and more resilient communities and in delivering a trusted justice and community safety system. CV is responsible for the implementation of policies, programs and services that ensure the safe and secure containment of prisoners, and that seek to rehabilitate offenders by addressing the underlying causes of offending behaviour.

CV also sets strategy, policy and standards for the management of the state's system of correctional facilities whilst also developing programs for the management and rehabilitation of prisoners and the community-based supervision of individuals. As part of the CJS group, the Dame Phyllis Frost Centre (DPFC) is a 694-bed maximum-security facility for female individuals located within the West Metropolitan Region, Department of Justice and Community Safety. DPFC recognises that women's pathway to offending is different to men and that women engaged in the criminal justice system often have a history of complex trauma.  DPFC policies and procedures are gender responsive and based on Trauma Informed Practice principles.

About the Role

The Vocational Services Manager is responsible for the management of the Vocational Services, including Education at the DPFC. It is a high-level management role responsible for the delivery of all education, prisoner employment, kitchen/food/laundry services, horticulture/grounds and industry operations at Dame Phyllis Frost Centre. Therefore, the Vocational Services Manager will require an understanding of the breadth of this portfolio and be suitably experienced to manage the contractual elements of commercial enterprises and the complexities of an outsourced Education service provider.  By coupling Education and Industry under the Vocational Services Portfolio it is intended that the relationship between the two disciplines will be complimentary in terms of creating meaningful and productive opportunities for offender development that are congruent with the labour market demands in the community.

Some of your duties will include:

  • Manage and co-ordinate all aspects of the Vocational Services portfolio, support service delivery within the areas of planning and prioritising work, allocating resources in consultation with operational staff, monitor and assess staff performance and provide staff training and development opportunities.
  • Responsible for providing specialist advice and assistance to management on budget for the vocational area, business planning, industry related financial obligations and quality assurance systems.
  • Actively promote and participate in working parties, assisting with the preparation of submissions and reports.

About you

To be successful in this role, you will have:

  • Experience in managing general business operations and an understanding of vocational training and adult basic education.
  • Demonstrated understanding of quality assurance operations, including ISO principles, occupational health & safety practices.

Qualifications/requirements

  • A relevant qualification in Management, leadership, and/or industry specific trade, and/or commensurate experience would be highly regarded.
