Position Details

  • Manage, supervise and co-ordinate the corporate services function at Dame Phyllis Frost Centre.
  • Ongoing, full-time opportunity to join the Victorian Public Service.
  • VPS Grade 6: $130,673 - $174,869 plus superannuation.

The Department of Justice and Community Safety is seeking an experienced and strategic Prison Services Manager to lead the corporate services function within a women's correctional facility.

In this essential role, you will manage a substantial budget, driving departmental savings targets while balancing the operational risks inherent in a correctional environment. Your leadership will ensure the efficient delivery of key services, including logistics, procurement, and compliance, all while maintaining the highest standards of safety and operational integrity. By aligning financial management with operational priorities, you will help shape a cost-effective, sustainable model for the facility. The ideal candidate will have strong financial expertise, a proven ability to manage complex resources, and a commitment to supporting both the facility's goals and the women in our care.

About the Business Unit

The Corrections and Justice Services (CJS) group, comprising Corrections Victoria (CV), Justice Health and Justice Services, plays an integral role in developing safer and more resilient communities and in delivering a trusted justice and community safety system. 

CV is responsible for the implementation of policies, programs and services that ensure the safe and secure containment of prisoners, and that seek to rehabilitate offenders by addressing the underlying causes of offending behaviour. 

CV also sets strategy, policy and standards for the management of the state's system of correctional facilities whilst also developing programs for the management and rehabilitation of people in our care and the community-based supervision of individuals. 

As part of the CJS group, the Dame Phyllis Frost Centre (DPFC) is a 694-bed maximum-security facility for female individuals located within the West Metropolitan Area. 

About the Role

Reporting directly to the General Manager, the Prison Services Manager is responsible for leading and motivating diverse functional teams responsible for in-prison planning, budget, financial management, human resources, training, stores, accounts, purchasing and prisoner services including records and property. This role may require travel across prison locations.

Some of your duties will include:

  • Lead and motivate diverse functional teams responsible for in-prison planning, budget, financial management, human resources, training, stores, accounts, purchasing and prisoner services including records and property.
  • Manage the effective strategic planning and delivery of corporate and business support services including playing a critical leadership role in the delivery of outcomes associated with the Cultural Review recommendations.
  • Manage a significant budget for the location ensuring that key savings initiatives and strategies are developed and implemented to ensure the budget is delivered in the most effective and efficient way. This includes undertaking strategic budget and financial analysis for the location and the provision of high-level expert advice and correspondence to the General Manager.

About you

To be successful in this role, you will have:

  • Demonstrated experience in managing complex and diverse service functions.
  • Knowledge of the Victorian Public Service Purchasing Framework and procurement.
  • Experience in government finance, and an excellent knowledge of the application of government accounting and financial legislation, policies ad processes, preferably within a state government environment (or similar).
  • Established expertise in the application of the Oracle Financial System.

Qualifications/Requirements

  • Qualifications in finance or business management or human resources is desirable but not mandatory
