Position Details

The Land Services and First Peoples​ Group is made up of the Office of the Deputy Secretary and 2 distinct divisions — Land Use Victoria and the Aboriginal Self-determination Reform Branch.

​We work across DELWP and other government departments, with Traditional Owners and other external stakeholders (including peak bodies) and ministers to support the delivery of services and infrastructure, as well as policy reforms that will help build stronger communities across our state. We deliver significant programs and initiatives that contribute to the delivery of key elements of the One-DELWP strategic framework, including 'Productive and effective land management' and 'Self-determination of Traditional Owners and Aboriginal Victorians will be recognised and supported'.

The Division

The role of Land Use Victoria (LUV) is to provide innovative solutions for authoritative, comprehensive and easily accessible services in land administration, property information and facilitating the better use of government-owned land.

LUV provides secure and accurate registration services for property, plan and water share transactions and e-business solutions to drive efficiencies in the property and development industries. It also leads implementation of the Victorian Government Land Use policy to deliver greater value from government-owned land and works with agencies to ensure land is transacted in accordance with legislation, policy and probity standards.

The Branch

Valuer General Victoria (VGV) provides professional valuation services and expertise to and on behalf of Government. This comprises two key functional areas:

  • Government Valuations – for Whole-of-Government property transactions; and
  • Rating Authority Valuations – Certification and/or provision of Municipal Valuations.

Specialist/Technical Expertise/Qualifications

  • Completion of an appropriate tertiary qualification with Certified Practising Valuer (CPV) status and membership with the Australian Property Institute (API) is preferred.
  • Knowledge of the Valuation of Land Act 1960, Land Acquisition and Compensation Act 1986, Planning and Environment Act 1987 and other relevant legislation.
  • Knowledge of the government processes and land administration matters.
  • Knowledge of Quality Management Systems to ensure compliance with ISO 9001:2008 certification
