Position Details

We are building an inclusive workplace to help realise the potential of our employees, embrace our differences, and apply our diverse thinking to innovation and delivering services to Victorian communities. All jobs can be worked flexibly and we encourage job applications from Aboriginal people, people with disabilities, young people and people from culturally diverse backgrounds.

The Department of Environment, Land, Water and Planning (DELWP) has a requirement to fill a vacancy for a Program Manager – Strategic Intelligence within the Office of the Conservation Regulator (OCR).  The OCR and is accountable for the delivery of DELWP's direct regulatory responsibilities in timber harvesting, biodiversity, fire prevention and public land use regulation. The OCR's mission is to be an effective, trusted, best practice regulator – increasing transparency, improving relationships and regulatory capability to deliver on regulatory outcomes.

The Program Manager Strategic Intelligence leads the development of strategic insights into current and emerging priority risks that require regulatory attention. The role will focus on understanding trends in risks as well as the drivers of those risks (i.e. what are the cultural, economic, technology or other drivers of changing risk of regulatory non-compliance).

The Program Manager role requires strong analytical skills, the ability to work with quantitative and qualitative information, in transforming data into intelligence. This role will work closely with the Program Manager Operational Intelligence in the OCR's Operational Intelligence unit to align strategic and operational priorities.

To be successful in this role you will be a resilient, self-motivated, pro-active individual who can apply critical thinking and strategic skills to their work, possesses strong problem-solving abilities, can deliver on expectation, and create a positive and productive environment that influences their team and the role's outcomes.

You are able to apply exceptional high-level external stakeholder engagement skills, particularly with our external knowledge providers to support the intelligence-led and integrated delivery of a regulatory strategy for the department and to the community.  Particularly you are adept at identifying issues in common for one or more stakeholders and you use these to build mutually beneficial partnerships.

Underpinning your exceptional stakeholder management capabilities, you also have influencing skills and know how to apply these to form and maintain positive, ongoing and professional working relationships. You manage such communication with key people with ease.

You have a work style that naturally lends itself to contributing to an inclusive workplace culture that is collaborative, professional and engaged. You want to be a part of a high performing team that you have contributed to, and you are motivated to do so. Your exceptional stakeholder engagement, resilience and negotiation skills will be utilised as you navigate complex issues, conversations, expectations and the general demands and priorities of the role. This is an opportunity to be an active member of the Regulatory Strategy and Permissions Branch leadership team and contribute to delivering OCR priorities for the state of Victoria and Victorians.

This is a fixed term position available until 21 October 2021.

To be considered for this position, your application should include a supporting statement demonstrating that you meet the key selection criteria and any job requirements specified in the position description.

Applications close at midnight, Sunday 29 September 2019.
