Position Details
THE ROLE
The Senior Project Officer is responsible for managing and leading complex property projects involving the purchase and sale of land on behalf of Homes Victoria. The role involves the purchase, sale and leasing of property, as well as the management of land including managing land subdivision, consolidations and removal of encroachments with a particular focus on complex property-based transactions. The role requires well-developed skills in in managing land assembly issues and an understanding of property development drivers, including title and planning matters, experience in stakeholder engagement, well-developed project management skills, strong attention to detail and the ability to create and maintain accurate records. In addition, the role is responsible for acquiring other government land and Crown Land for the purposes of social and affordable housing, thus requires excellent stakeholder management skills, written communication and an excellent understanding of the Victorian Government Land Transaction Policy and Valuer General Victoria framework, to ensure compliance and resolution.

- Able to demonstrate skills in resolving land management matters, including subdivisions, consolidations boundary realignments and encroachments and adverse possession.
- Good at researching, preparing and executing reports and briefings and/or technical specifications for property projects.
- Able to demonstrate an excellent understanding of the processes involved in purchasing, selling, leasing and land management in Victoria including compliance with the Victorian Government Land Monitor and Valuer General Victoria.
ACCOUNTABILITIES INCLUDE
- Utilise property transaction experience and skill in developing, leading and delivering complex property purchase and sale transactions according to Victorian Government Land Transaction policies.
- Provide advice to project delivery teams on land and property issues and relevant policy relating to the delivery of the project and management of transaction management processes.
- Support stakeholder engagement activities with landholding agencies and other relevant third parties to identify land and resolve land assembly risks, including the scheduling and coordinating meetings and workshops, preparing agendas and minutes, distribution of meeting papers and follow up of actions arising from meetings.
