Position purpose

The Head of Office, Office of the Deputy Secretary is a high-level adviser to the Deputy Secretary and has a varied and challenging role directed by the key priorities and daily operations of the Local Infrastructure Group.  

The Head of Office leads a small team to oversee cross-portfolio policy issues and coordination, budget development, financial management, business operations, culture and capability initiatives, business planning and reporting and business management across the Local Infrastructure Group. The role will work across divisions in the group to coordinate rapid policy responses and support priority projects.   

In addition, the role operates in an environment with a high degree of sensitivity, demonstrating judgement and service excellence. 

This is an opportunity for someone with excellent self-management skills, and initiative who can deliver within tight timeframes. You will have extensive experience people management, budget and business planning skills as well as a detailed understanding of government processes. Your strong negotiation and interpersonal skills will enable you to build and maintain effective strategic relationships with a wide range of internal and external stakeholders.


  • Provide high-level and timely advice and expertise to the Deputy Secretary and Local Infrastructure Group on a range of strategic and operational matters.
  • Lead, motivate and develop a small team of officers to deliver high quality, timely policy advice, projects, finance and business management functions across the Local Infrastructure Group.
  • Provide strategic and operational advice to support the Deputy Secretary and LIG Executive across the functions of business planning and corporate reporting, governance, budget development and fiscal management, business operations and group coordination.
  • Undertake Deputy Secretary commissioned projects, using effective linkages and networks across the department and government to facilitate effective communication, cooperation and co-ordination.
  • Identify, analyse and provide reliable and accurate advice and options on complex issues.
  • Prepare and oversee the preparation of authoritative reports, papers, presentations, briefs, correspondence and speaking notes for a range of audiences.
  • Contribute advanced expertise and knowledge to benefit strategic planning and organisation / sector wide outcomes.
  • Pro-actively build and maintain effective working relationships and facilitate the flow of information across the department and with key stakeholders and identify areas and opportunities for improvement.

Specialist/Technical Expertise

  • High level experience and capability in the management of a diverse range of business functions in a government environment including business strategy and improvement, finance and budget and business planning and reporting.
  • Demonstrated experience in a senior role providing advice and support to executives and executive management teams on complex issue is essential.
  • Experience in managing and motivating high performing teams, aligning team performance with organisational values and goals, clearly defining role expectations, monitoring performance, providing timely and constructive feedback and facilitating staff development.
