Position purpose

As a Victorian Government Land Monitor Specialist Analyst you will possess high level authoritative advice to ensure that land transactions comply with the Government Policy and guidelines for the purchase, compulsory acquisition and sale of land, and are in the best interests of government and the public. The incumbent will be required to effectively liaise and consult with both internal and external stakeholders.


  • Contribute and ensure effective development and implementation of all policy processes required for the provision of accurate and authoritative reports, advice, and recommendations to the Director on Government Land Transactions ensuring a high level of due diligence, probity, professional competence, accountability and maintenance of Government Policy standards.
  • Oversee and ensure the provision of responsive, accurate and timely advice and briefings on all aspects of the policy framework applying to land transactions, in particular apply specialist technical expertise to analyse transactions submitted to the VGLM having regard to whether it complies with Government Policy.
  • Provide expert authoritative advice to Government Agencies on the requirements of Government Policy including appropriate processes and practices to be followed for the purchase, compulsory acquisition, sale of land, other land transactions and complex proposals including representing the VGLM in providing authoritative advice at conferences with valuers, legal advisors and other experts to derive compliant outcomes.
  • Ensure the preparation of high quality advice to the Director on Government Land Transactions including Ministerial and Executive correspondence relating to governance, policy matters and any changes to relevant Policy or legislation arising from the analysis of Government Land Transactions, by initiating and leading the development of policy designed to strengthen the framework including intensive research and analysis of all relevant proposals for consideration and effective stakeholder engagement.
  • Oversee, build and maintain effective relationships and provide authoritative advice on best practice, policy matters and governance to government departments, agencies, staff and other stakeholders including representing the branch in engaging, liasing and consulting with these organisations.

Specialist/Technical Expertise

  • Demonstrated high level of commercial acumen in valuation of land and/or land acquisition by practicing in a relevant field with relevant knowledge and application of the Land Acquisition and Compensation Act, Valuation of Land Act 1960 and associated Acts is essential.
  • A proven track record in dealing with complex property valuations, transactions and/or major projects is essential.
  • Completion of an appropriate tertiary qualification with Certified Practising Valuer (CPV) status will be highly regarded.
  • A demonstrated background and knowledge in government processes, policy development and application is desirable.
