Position Details

The AVS Chief Operating Officer (COO) leads, directs and supports the delivery of AVS core services to enable the transfer of AVR research inventions and capability to the private sector - to increase the productivity and competitiveness of Victorian primary industries.    Reporting to the CEO, the COO leads an expert team of commercialisation, IP and legal professionals and support staff, responsible for:

  • Evaluating, registering and managing IP created by Agriculture Victoria Research;
  • Commercialising IP to maximise adoption by industry for the economic benefit of Victoria and to deliver fair and reasonable commercial returns to the State;
  • Supporting negotiation and management of R&D collaborations with private and public partners;
  • Investing AVS funds to accelerate the transfer of new technology innovations to market;
  • Complying with the State's IP Management Policy and AVS operational policy obligations.

ROLE ACCOUNTABILITIES

  • In alignment with AVS Values & Behaviours, lead, direct and develop the AVS operations team and support staff to deliver effective IP management and commercialisation services to AVR.
  • Lead IP strategy formulation and deployment for the AVS IP portfolio for the effective protection and transfer of IP rights - to maximise technology adoption and commercial value by:
  • effective identification and assessment of technology inventions of the Research Divisions;
  • sound route-to-impact business models aligned with AVR and IP co-owner objectives;
  • well-informed and appropriate IP valuation, registration and licensing of AVS' IP portfolio.
  • Identify, assess and help contractually secure strategic R&D collaboration opportunities for AVR with private sector entities.
  • Lead the evaluation (partner due diligence), negotiation, and ongoing management of major technology licences and collaborative R&D agreements with private sector entities.
  • Support effective IP and commercial risk management by Agriculture Victoria Research through cohesive engagement processes, the provision of sound advice and the implementation of principles and procedural guidelines for effective IP, contract and commercial partner risk management, in alignment with the State's IP Policy and innovation objectives.
  • Lead the development and risk management of AVS Investment Projects by:
    • Identifying, qualifying and submitting quality investment propositions to the AVS Board.
    • Managing the AVS Investment Proposal Pipeline of investment propositions opportunities.
    • Leading major AVS investment projects on approval and progress reporting to the Board.
  • Contribute to the establishment, management and governance of incorporated and unincorporated entities associated with AVS, including AVS subsidiaries (e.g. Phytogene).
  • Lead AVS provision of commercial, IP and legal advice and guidance in contractual negotiations and initiatives undertaken by AVR, specifically by:
    • Supporting relationships with co-investment partners of AVR.
    • Reviewing and negotiating strategic funding agreements with key AVR stakeholders.
    • Representing AVR where specialist commercial, IP and legal expertise is required.
    • Participating in industry and AVR strategy, investment and planning forums.
  • Contribute to the strategic and risk management of the company as part of the AVS Executive team, in support of the CEO, and support the CFO with budgeting, finance, IT and HR as required.
  • Adopt and apply OH&S policies and procedures to ensure a safe work environment.
