Investigations Manager

An exciting opportunity exists at a VIT6 level for the role of Investigations Manager on an ongoing basis within the Conduct & Compliance Branch of VIT.

The Conduct & Compliance Branch is responsible for the investigations, education and compliance and regulatory legal functions of the VIT:
  • Education and Compliance - monitors and evaluates the compliance of teachers with their registration responsibilities. This includes assisting compliance by educating teachers, school principals and employers about their responsibilities and monitoring teachers who have conditions attached to their registration.

  • Investigations - investigates and acts on matters relating to the conduct of teachers that may constitute a lack of fitness to teach, an impairment, serious incompetence, serious misconduct or misconduct. This includes educating teachers, school principals and employers about risk to the safety and welfare of children and young people, the VIT Code of Conduct and appropriate professional boundaries.

  • Legal - provides legal services across VIT in respect of the discharge of its regulatory functions. This includes working closely with the Conduct & Compliance Team in respect of the effective and timely delivery of conduct and compliance activity.

    As the Investigations Manager, you will lead the delivery of VIT's investigative functions, designed to ensure that the standards of professional conduct expected of all Victorian registered teachers is maintained and to enforce non-compliance issues where there is a risk to the safety and wellbeing of children.

    You will do this by:
  • Managing and leading a team of technical specialists responsible for conducting complex investigations concerning non-compliance with legislative requirements, policy and the Victorian Teaching Profession Code of Conduct and Ethics;

  • Managing and overseeing the conduct of complex professional conduct related investigations, ensuring that best practice models of investigative methodology and effective risk management practices are employed;

  • Utilising high-level specialist expertise to develop, implement and evaluate the success of business improvement initiatives which are consistent with VIT’s vision, purpose and strategic plan;

  • Identifying and responding to new and emerging strategic issues which impact on the work of the Investigations Unit;

  • Developing briefs on highly complex issues that provide options for decision at the highest level within VIT; and

  • Providing professional leadership and guidance to staff within the Investigations Team.

    The successful candidate will have extensive experience in leading and managing the delivery of an investigative function in a highly dynamic and complex regulatory environment. Qualifications or training in investigations are also highly desirable.

    About the role

    Salary range: $117,262 - $137,090 (VIT 6.1) or $137,091 - $156,918 (VIT 6.2)  plus 9.5% super

    • Provide specialist professional services and advice, including high-level leadership and specialist guidance to staff within the Investigations Team.
    • Manage the development and continuously review the delivery of VIT's investigative functions.
    • Demonstrate accountability for the achievement of team objectives, in line with VIT's vision, purpose, strategic plan and agreed business plans.
    • Participate in strategic planning and decision making in relation to the Investigations Unit.
    • Initiate, promote and model high-level strategic risk management processes associated with disciplinary matters.
    • Proactively identify and respond to new and emerging strategic issues impacting on the work environment.
    • Focus on understanding stakeholder issues, communicating diplomatically and sensitively and influencing their views.
    • Prepare technical and authoritative reports and explain highly complex concepts and issues to a non-expert audience.
    • Contribute to the development of VIT business systems.
    • Work collaboratively across VIT to contribute to the delivery of outcomes aligned with the Strategic Plan, model the Victorian public sector values and VIT behaviours and contribute to a positive culture and working environment both within the Conduct and Compliance Team and across VIT.

    About you

    This position is designed to attract individuals who have strong subject matter expertise in leading and overseeing the conduct of complex investigations. The role offers the opportunity to further develop previously acquired specialist skills in contributing to strategic decision making processes as well as the opportunity to manage and lead the delivery of a key regulatory investigation function.

    The successful candidate will have a proven ability to proactively manage risk as well as an ability to establish and drive a positive workplace culture and a strong ability to contribute strategically to the development of business objectives.

    The Investigations Manager reports directly to the Director, Conduct and Compliance and is a senior member within the Conduct and Compliance Branch. The Investigations Manager has a number of direct and indirect reports.

    The Investigations Manager will be required to work closely with all members of the Conduct and Compliance Team and the Institute, to ensure the effective and timely progression of and investigations in line with VIT standards. Additionally, the Investigations Manager will represent VIT with senior external stakeholders in a number of different contexts and negotiate within agreed parameters.

    Please note that the role will require the successful candidate to oversee work in relation to sensitive matters, which involve allegations of child sexual abuse.
