The Department of Justice and Community Safety is seeking a Senior Manager, Health Contracts to provide a critical role within Justice Health.

About the Business Unit

Justice Health is responsible for:

  • The delivery of primary health, primary mental health and specialist forensic mental health services for people in Victorian prisons and young people in custodial centres. In Victoria, health services to people in adult correctional and youth justice facilities are delivered by both public and private providers
  • Managing relevant contractual arrangements, including overseeing the delivery of health services and the provision and maintenance of all medical records in an electronic medical record
  • Facilitating the release of health information to community health care providers, legal representatives, and individuals
  • The design, procurement and delivery of new and innovative, evidenced-based health services that meet the needs of people of all ages and genders in custody.

Justice Health also works closely with custodial health providers and other parts of government to identify and drive service improvements that improve health outcomes for people in custody. In partnership with Corrections Victoria and Youth Justice, Justice Health is expected to ensure that people in custody are supported to address their health needs and ensure the effective transition of offenders from prison and young people from Youth Justice facilities back into the community (with a particular focus on the health, mental health and Alcohol and Other Drug needs).

Justice Health is part of the Corrections and Justice Services (CJS) group in the Department of Justice and Community Safety and supports the Minister for Corrections. CJS also comprises Corrections Victoria; Policy, Strategy and Service Design; Group Services and Coordination; and Justice Services (which includes Community Correctional Services and other justice programs). CJS plays an integral role in developing safer and more resilient communities and in delivering a trusted justice and community safety system.

The Health Contracts and Performance Unit includes teams responsible for: contract management of all custodial health providers; data analysis to inform performance oversight and service improvements; and coordinating and driving service enhancements.

About the Role

Reporting to the Director - Health Contracts and Performance, the Senior Manager, Health Contracts is responsible for leading and managing a team of contract managers and administrators to provide robust oversight, ensuring the contractual compliance of health service providers and working collaboratively with service providers to drive service enhancement.

As the Senior Manager, Health Contracts, some of your duties will include:

  • Managing a team responsible for providing robust oversight of the contractual compliance of health service providers.
  • Working in partnership with service partners and contracted service providers Justice Health to drive service enhancements.
  • Establishing and maintaining strong relationships with contracted service providers that support prompt resolution of compliance issues and promote positive outcomes for individual service users, accountability and good commercial outcomes.

About you

To be successful in this role, you will have:

  • A proven track record as a senior manager within a complex, sensitive and high-risk service delivery environment.
  • Demonstrated experience in the management of complex service contracts and the ability to prepare comprehensive reports including commercial and contractual analysis.
  • Exceptional advisory, negotiation, communication and relationship building skills, with demonstrated capacity to work effectively within a sensitive environment.

Qualifications

  • Previous management experience is required, and a suitable tertiary qualification in management or business would be well regarded.
