Department policy stipulates that salary upon commencement is paid at the base of the salary range for the relevant grade. An exciting fixed term opportunity exists for a Manager, Offending Behaviour Programs and Statewide Systems working in the Offender Management division of Corrections Victoria.

About us

The Offender Management Division of Corrections Victoria (CV) is responsible for providing best practice interventions which aim to reduce the risk of reoffending. 

The Offending Behaviour Programs and Statewide Systems Branch is responsible for the portfolios of:

  • Offence-specific interventions including program management and development, implementation and monitoring of service delivery standards and quality assurance frameworks.
  • Operations and information systems specific to the delivery of programs and services for violent and general offenders and transitional and reintegration services for all offenders.  This includes a central intake and referral team, housing allocations and brokerage, and system integrity of key applications.

The Branch has a key role in oversight and monitoring of service implementation across prisons and community corrections regionally and state wide.

About the role

As the Manager, Offending Behaviour Programs and Statewide Systems you will be responsible for:

  • Leading the Branch, ensuring the effective operation of intake and referral to services, information sharing systems, and program development, implementation, monitoring and evaluation.
  • Resolving complex and sensitive issues related to the delivery of correctional programs and services, and providing evidence-based solutions to ensure operational viability and integrity.
  • Representing Corrections Victoria on a range of committees maintaining networks with key senior stakeholders both within and external to Government.
  • Identifying emerging systemic issues and trends and providing sound and contemporary advice to senior management about how to respond, including implications and risk management strategies.

The role operates within a complex and dynamic environment that requires a capacity to exercise sound judgement, effectively liaise with key stakeholders and undertake effective, timely actions.

This is a fixed-term position for 12 months, and will be based at 121 Exhibition Street, Melbourne.

About you

Reporting to the Deputy Commissioner, Offender Management, you will ensure the effective operation of the two Offending Behaviour Programs and Statewide Systems portfolios.

As our ideal candidate you will have:

  • Extensive experience in undertaking complex service delivery planning, determining approaches and delegating effectively to ensure the achievement of business objectives
  • Sound knowledge of and/or experience in Victorian government administrative processes
  • Effective stakeholders management skills with an ability to develop and enhance effective relationships, influence and gain stakeholder co-operation
  • Adaptability and responsiveness to understand new subject matter quickly
  • Strong written and verbal commination skills and ability to prepare strategic documents, briefings and issues papers.

A tertiary qualification in psychology, the social sciences and/or public policy would also be advantageous.
