About the Community Safety Building Authority

The Community Safety Building Authority (CSBA) within the Department of Justice and Community Safety (DJCS) has been established to design, procure, build and upgrade the infrastructure needed to keep communities safe. Currently going through an exciting period of growth. CSBA are looking for a multitude of positions to be filled to support both new and existing projects.

The CSBA provides end-to-end project development, management and delivery of Victoria's new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety features such as pedestrian walkway bollards and CCTV networks. As well as delivering new infrastructure CSBA modernises, expands and upgrades existing facilities.

The CSBA has a highly skilled workforce of experienced professionals from across the public and private sectors that support the development, procurement and delivery oversight of major capital projects. The CSBA team includes specialists in community safety infrastructure, project management, engineering, cost management, commercial management, planning and design.

The CSBA has three business units - the Office of the Chief Executive Officer (CEO), Major Projects and Program Delivery.  The Office of the CEO incorporates Safety, Commercial & Legal, Reporting & Administration, and Governance & Assurance functions.  The Major Projects unit is responsible for the delivery of major, high-value and/or high-risk infrastructure projects across the Justice and Community Safety Sector. It is predominantly responsible for new build projects across the Corrections & Justice Services and Youth Justice portfolios. The Program Delivery unit is responsible for the development and delivery of a range of new build, expansion and upgrade projects for groups across DJCS including Corrections & Justice Services, Youth Justice and Justice Health, as well as external entities such as Court Services Victoria.  Project Development and Advice sits within the Program Delivery unit and develops new capital projects and provides advice across the whole of the CSBA.

About the Role

A Senior Project Manager's primary responsibility is to ensure the successful development and delivery of allocated projects, including the procurement and management of construction or construction-related services.

Senior Project Managers define the project's strategic direction and plans, and effectively manage and lead the project team, resources, stakeholders and suppliers to deliver the required products and within the constraints of quality, time and cost. On a day-to-day basis, Senior Project Managers may report to either Project Directors or other Project Leads, or directly to Executives, depending on the project assignment.

Senior Project Managers are responsible for managing a project and initiatives over their full lifecycle, within the Department's Project Management Excellence (PME) framework and the Government's procurement environment. For more information refer to

You will also:

  • Manage and lead the delivery of agreed development and construction projects and initiatives in relation to time, cost, scope and quality, within parameters including whole of government policies such as value creation and capture and complying with project lifecycle guidelines including business case templates.
  • Implement and utilise appropriate project management controls in line with the department's project management excellence (PME) framework and proactively identify and manage project risks and issues.
  • Prepare project status reporting and facilitate timely informed decision making on key project issues by stakeholders and project governance committees, appropriately escalating risks and issues to senior management and executives as required.
  • Establish effective stakeholder relationships and communication channels, using informal and formal methods of communication, including the preparation of complex reports, briefings and presentations to influence senior stakeholders to achieve project objectives.
  • Ensure effective management of stakeholders onsite throughout project delivery, including appropriate consultation on design functionality, facility operation and transition issues.
  • Negotiate and liaise with senior managers, external government agencies and service providers on a range of complex program development and delivery issues.
  • Manage the procurement, evaluation and selection, and delivery of contracts of technical advisers, construction contractors and other consultants associated with allocated projects.
  • Work collaboratively within a team of multidisciplinary project managers and technical experts, providing project management leadership, expert advice and guidance to project team members, including the planning, delegation and quality assurance of work, management of performance and mentoring of staff.
  • Actively lead or contribute to continuous improvement initiatives as directed by the CSBA leadership group.
  • This role requires travel to various locations within Victoria where required.

About you

As our ideal candidate, you will have:

  • Demonstrated project management experience in building, construction, or infrastructure delivery.
  • An appropriate qualification in engineering, civil construction, architecture, project management or proven track record of equivalent experience.
  • Experience managing a team and role modelling ethical leadership through decision making and interactions with people
