  • STS 7: $173,134 - $235,465 plus superannuation.

 

The Department of Justice and Community Safety (the department) is currently seeking a Director, Emergency Services to oversee the successful design, procurement and delivery of capital infrastructure projects for the Justice and Community Safety sector.

 

About the business unit

The Community Safety Building Authority (CSBA) within the Department of Justice and Community Safety (DJCS) designs, procures, builds and upgrades the infrastructure needed to keep communities safe.

CSBA provides end-to-end project development, management and delivery of Victoria's new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety features. As well as delivering new infrastructure CSBA modernises, expands and upgrades existing facilities.

CSBA has a highly skilled workforce of experienced professionals from across the public and private sectors that support the development, procurement and delivery oversight of major capital projects. The CSBA team includes specialists in community safety infrastructure, project management, engineering, commercial management, cost management, planning, environment and design.

 

About the role

Reporting to the Program Director, Emergency Services the role supports the successful design, procurement and delivery of capital works programs and projects for the Department of Justice and Community Safety in accordance with time, budget and quality standards, and through meaningful stakeholder engagement.

The Director, Emergency Services is responsible for the planning, monitoring and controlling emergency services infrastructure programs and projects being delivered by CSBA.

This includes planning of each stage of the delivery process, managing the delivery in line with the agreed baseline (business case and project plan), and managing the transition process for handing over the built infrastructure asset to the appropriate emergency services organisation.

Some of your duties will include:

  • Demonstrated expertise in the construction lifecycle, and a track record in delivering significant, complex, diverse programs whilst providing executive oversight across multiple concurrent projects.
  • Highly developed relationship building and stakeholder management skills, with a track record in building and maintaining successful partnerships with a broad client base including portfolio and central agencies and service providers.
  • Extensive experience developing robust, collaborative and productive commercial relationships with key Victorian construction contracting organisations.
  • Superior leadership and program management capability to resolve technical issues and implement complex project development strategies under restricted timeframes.
  • Significant experience and expertise in the development of high-level, complex business and project management, program implementation/delivery and statistical analysis and response formulation.
  • High level analytical and conceptual skills to positively contribute to the executive team and develop innovative solutions to complex and/or sensitive issues.

  • Relevant project and program management qualifications or equivalent experience are desirable.
