The Department of Justice and Community Safety (the department) is seeking the EM ICN Commercial Manager to provide a critical role within DJCS Emergency Management

About the Business Unit

EM Technology and Data is responsible for both national and state technology platforms that enable communications to and from the community, sector operational communications and sector information systems. The EM Technology and Data business unit is responsible for delivering the following the key functions of: Strategy & Enterprise Architecture; Investment Planning; Support & Development; Procurement & Program Delivery; Vendor & Contract Management.

About the Role

You will be responsible for undertaking procurement activities with the establishment of procurement documentation and contractual documents associated with commercial exercises across EM Technology and Data.

You'll also develop, present and oversee procurement activities on a monthly basis while ensuring all commercial activities align with government procurement financial processes to meet continuity of service demand

Some of your duties will include:

  • Manage, develop and perform Emergency Management Technology and Data, ICN Platforms and Products procurements and vendor contract extensions.
  • Providing market analysis and strategic input to facilitate high-level decision-making by management.
  • Develop, draft manage, implement and execute ICT sourcing activities to establish contracts across a range of complex goods and services that are critical to the operations of EM Technology and Data business areas in accordance with the department's Procurement and Contract Management framework.

About you

To be successful in this role, you will have:

  • Demonstrated experience of more than 5+ years in managing a Technology software and services procurement program for critical infrastructure
  • Expertise and experience in managing end-to-end procurement activities, especially in ICT contract and vendor management, and the ability to prepare comprehensive sourcing documentation and reports including market, commercial and contractual analysis. Strong commercial capabilities to support optimum value for money spend on program
  • Excellent written communication and interpersonal skills.
  • Strong analytical and problem-solving abilities.
  • The ability to collaborate with multiple internal and external stakeholders.
  • Great organizational skills and attention to detail.

Qualifications

  • Bachelor's in accounting, business management, legal, or similar (Highly desirable)
  • More than 5+ years of experience as commercial manager, or similar role
