About the Role
Reporting to the ECE Senior Specialist Data Solutions, the Senior Data Adviser will be responsible for providing day-to-day data governance and stewardship activities whilst ensuring data integrity across critical business platforms. Additionally, the Senior Data Advisor will monitor and analyse data utilizing advanced skills in Informatica Master Data Management (MDM), Informatica Data Quality (DQ) Pipelines, Azure Data Factory Pipelines, Azure Cosmos DB, Synapse Dedicated SQL pool, SQL Queries and work within operational support to cleanse and enhance data elements across the business.
The ECE Digital Services Data Solutions team is a highly technical and specialist function responsible for delivering and supporting innovative, best-in-class technology solutions across government. The team manages and supports complex cloud-based platforms and data capabilities across Microsoft Azure and Informatica, as well as critical digital systems that underpin Victoria's Early Childhood sector and Whole of Victorian Government information-sharing services. This includes the management and support of critical applications such as Child Link and ARRIVAL, which play an important role in enabling secure, reliable and effective information sharing across government and the early childhood sector.
Child Link is a Whole of Victorian Government system that creates child profiles by bringing together data from multiple education, health and wellbeing service information. These profiles provide an integrated view of a Victorian child's engagement with services. The platform applies complex business and data matching rules that are critical to the accurate creation and management of child profiles, supported by robust operational processes and procedures to ensure information is managed in accordance with relevant legislation and policy requirements.
ARRIVAL is a purpose-built Victorian Early Childhood Services platform supporting mandatory kindergarten data collection, reporting and funding eligibility. The platform also enables sessional services to collect and report attendance data. Information collected through Arrival supports the delivery and monitoring of kindergarten programs, helping to ensure Victorian children receive the full educational and developmental benefits of quality early childhood education.
This position sits in the Early Childhood Education Digital Services Branch. A minimum requirement of 3 days a week in the DE office is required, plus a valid Working with Children Check (E).
Attributes
The Senior Data Advisor will be required to have an intimate knowledge of these complex data structures whilst working through data exceptions, business rule validation and improvements on data validation and matching logic. The Senior Data Advisor will be responsible for day-to-day operational support activities which include:
- Create processes and procedures along with access controls to monitor adherence. This includes establishing internal policies and standards—and enforcing those policies.
- Maintain quality of the data using customer feedback, concerns, questions; internally reporting metrics; evaluating and identifying issues; and coordinating and implementing corrections regularly.
- Optimize workflows and communications.
- Monitor data usage to assist teams, share best practice trends in data use, and provide insight into how and where teams can use data to help in day-to-day decision-making.
- Ensure compliance and security of the data, translate regulatory rules into data polices, rules, and standards
- Supporting the Testing and Assurance Team and Product Team with data analysis activities
- Continuous improvement on data validation, business rules and matching logic and ETL performance and troubleshooting.
Desirable Qualifications and Experience
You have experience as a Senior Data Specialist or similar data management responsibilities and have proven capability for ensuring data integrity across critical business platforms as well as developing and documenting processes to support this on an ongoing basis.
Essential:
- Proven hands-on development/analysis/administration experience working with complex data
- Strong analytical skills with proven experience in data retrieval, collection, cleansing and reporting
- Experience with data profiling and ETL
- Strong SQL skills
Desirable:
- Relevant tertiary qualification in Information Technology or data modelling experience in delivering data strategies and data management development and implementation programs across the end-to-end data lifecycle
- Experience with Informatica data profiling, Informatica ETL and Informatica Customer 360
- Proven hands-on development/integration/administration experience with Master Data Management platforms
- Experience with Azure Data Factory, Azure Cosmos DB and Synapse Dedicated SQL pool.

The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Division
The Information Management and Technology Division (IMTD) guides the Departments' digital capability and is leading digital transformation for the Department including Victorian government schools. The division architects manage and support the largest technology network in Victoria, which has a user base of approximately 750,000 staff and students.
IMTD provides innovation and leadership in the transformation and management of the Department's digital capability through the implementation of solutions on the department's cloud environment (IaaS), enterprise cloud platforms (PaaS) and software (SaaS), using agile practices with a focus on user experience, security, and integration.
