About the Department
The department provides a wide range of learning and development support and services.
The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Division
The Financial Services Division is responsible for designing and implementing financial management principles, processes and systems to ensure that managers have the necessary support to execute their financial management responsibilities. The Division is responsible for establishing the appropriate financial management and assurance environment within schools, groups, regions and the statutory authorities.
The Division also administers programs supporting students to access education provision including student transport assistance programs and the Camps, Sports and Excursions Fund.
The Division operates on three levels to fulfil its responsibilities:
- strategic to support decision making
- control, assurance and governance to ensure compliance with legislation and standards; and
- operational to provide functional support and service delivery.
The Division has a key role in supporting the second line of defence through its oversight functions.
About the Financial Systems and Compliance Branch
The Financial Systems and Projects Branch is responsible for developing, supporting, maintaining, and continually improving the department's financial systems and applications.
The branch plays a critical role in leading financial system transformation projects and ensuring the systems are aligned with strategic objectives, user needs, and compliance requirements. It also provides technical and functional support for Oracle Cloud and associated finance platforms, ensuring integration, data quality, and user enablement across the Department.
About the Role
The Manager, Projects and Major Enhancements will lead the planning, design, and delivery of major financial system enhancements and strategic projects within the Department's Oracle Cloud ERP environment.
This role provides leadership across cross-functional project teams, manages complex stakeholder engagement, and ensures system initiatives align with the Department's finance strategy.
The role's key responsibilities include managing the implementation of Oracle Enterprise Performance Management (EPM) and enabling Oracle for new entities such as Early Learning and Childhood Centres (ELCCs).
The role will also manage the delivery of upgrades and new integrations that interface with the Oracle Cloud System across the Department and with other external parties.
The role also leads post-implementation enhancements and drives resolution of defects and design gaps by engaging business users, vendors, and technical SMEs. The role is expected to shape project roadmaps, advise on Oracle product strategy, and support business change through technical training and communication initiatives.
Attributes
The ideal candidate will bring a strong track record of leading complex financial systems projects, with proven expertise in Oracle Cloud ERP implementations and enhancements.
They will also:
- Have deep business process knowledge across Finance, Procurement, or Project Management
- Demonstrate strong experience in Oracle Cloud configuration (GL, AR, AP, FA, CM, Projects, Procurement, etc.)
- Be highly effective in stakeholder management, including communication of complex system design concepts
- Possess strong functional documentation and testing skills (SIT, UAT)
- Bring expertise in translating business needs into technical outcomes
- Be organised, responsive, and able to manage competing priorities and deadlines
- Demonstrate leadership and teamwork, and foster a positive delivery culture
- Be experienced in vendor engagement and performance management
Mandatory Qualifications and Experience
- Bachelor's degree in Finance, Accounting, Information Systems, or equivalent
- Demonstrable expertise in Oracle Cloud ERP modules such as General Ledger, Accounts Receivable, Accounts Payable, Fixed Assets, Cash Management, Projects, Procurement, Sourcing, Contracts and Expenses
- Experience in large-scale ERP implementations, preferably in the public sector
Desirable Qualifications and Experience
- Experience with project methodologies
- Excellent written and verbal communication skills, including presentation and reporting skills
