About the Division
The Information Management and Technology Division (IMTD) oversees the department's digital capabilities, spearheading the digital transformation for both the department and Victorian government schools. They manage Victoria's largest technology network, supporting around 750,000 staff and students. IMTD leverages cloud solutions (IaaS, PaaS, SaaS) and agile practices to enhance user experience, security, and integration.
About the Role
As a Principal Developer in the Victorian Government's Financial, Policy, and Information Systems, your role centres on making informed decisions, expertly communicating technical insights, and serving as a specialist in the field. .
Your extensive expertise will significantly enhance the efficiency of operational service delivery, playing a crucial role in the department's successes.
The Principal Developer role is focused on leading solution design during the discovery phase and conducting benefit analyses to inform process improvements and technology investments. Working with a diverse team, they gather business inputs, measure the current state, and secure estimations for product proposals. They are responsible for presenting solution designs, including MVP, future phases, costs, benefits, risks, and alignment with the department's strategy.
The Principal Developer ensures a coherent presentation model for discovery, creating templates and communication methods. They play a key role in presenting solution designs to the business, emphasizing alignment with strategic goals. This role is pivotal in optimizing and transforming business areas through technology, fostering collaboration between technical capabilities and diverse business units. Furthermore, it offers opportunities for iterative process improvement and standardization.

Desirable Qualifications and Experience
- Demonstrated experience in benefit analysis methodologies including modelling, mapping, calculations, evaluation and value analysis
- Demonstrated experience with financial modelling including return on investment (ROI), payback, net benefit etc
- Demonstrated experience in the application of industry benchmark data and trends
- Demonstrated experience in measuring risk, ease to implement and impact
- Demonstrated experience in deconstructing complexity
- Demonstrated experience in documenting ‘defensible' evidence in line with industry standards
- Tertiary qualifications/accreditation in a related discipline would be advantageous
