About the Department
The department provides a wide range of learning and development support and services.
The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Victorian School Building Authority
The Victorian School Building Authority (VSBA) is part of the Department of Education. Established in 2016, it oversees Victoria's largest school building program since the state introduced free public education in the 1870s.
The VSBA upgrades and expands existing schools and plans, designs and builds new schools to meet enrolment demand. We also support schools to maintain their buildings and grounds by offering expert advice and coordinating maintenance programs and grants.
With Victoria recently introducing two years of funded kindergarten, the VSBA is also working with the early childhood sector on a massive kindergarten construction program.
About the Division
The Corporate Division provides corporate support to all VSBA teams and fulfills an important assurance and oversight role. They guide VSBA to achieve strategic objectives and ensure decision-making is transparent and accountable.
The division also coordinates communication and consultation with local communities about their school building projects. They develop graphic design and video content, manage our social media channels, lead organisational customer service reform, distribute our e-newsletters and organise ministerial and other events for our projects. The Division also leads the organisational customer service reform and uplift program.
About the Role
Reporting to the Manager, the Senior Developer - Database will be responsible for designing, developing, building, implementing, and supporting Business Intelligence (BI) and Data Warehouse solutions within VSBA. This role will play a pivotal role in data modelling and designing the Reporting Database and BI solutions, enabling effective reporting and analysis of VSBA data for both internal and external stakeholders. The Senior Developer will lead and supervise others on various projects and provide strategic advisory services related to asset data and project management matters.
Key Responsibilities:
- Work closely with the team lead to create optimal physical data models of datasets and maintain data maps and systems interrelationship diagrams for data domains and systems.
- Act as a point of contact for VSBA staff requiring BI and report writing assistance.
- Provide technical expertise within the Business Systems Unit and the wider Victorian School Building Authority.
- Develop and maintain metadata information including data dictionaries, data lineage maps, and entity relationship diagrams to facilitate analysts and business users in finding relevant information for analysis and development of data tools such as dashboards and machine learning models.
- Establish and nurture productive and consultative relationships, essential for delivering outcomes.
- Offer expert advice on asset data concepts and usage and contribute as a subject matter expert to various projects.
- Contribute to the development and implementation of VSBA's reporting database, known as School Asset Information Lake (SAIL).
- Identify data gaps and lead the development of new data sources.
- Extract, transform, and load data from multiple sources into a central data warehouse.
- Provide advice and recommendations regarding data and systems.
- Utilise strong conceptual and analytical skills in client-focused roles.
- Independently analyse problems and demonstrate excellent communication skills in executing position responsibilities.

- Data Modeling Expertise: Strong experience in designing and developing data models (conceptual, logical, and physical) to support business intelligence, reporting, and analytics.
- Database Design: Proficient in designing databases and optimizing their performance for large-scale data storage, retrieval, and reporting processes.
- Data Analysis: Ability to analyze business requirements and translate them into effective data models that support organizational goals.
- Normalization and Denormalization: Strong knowledge of database normalization and denormalization techniques to balance data integrity and performance.
- Data Governance: Familiarity with data governance and management practices, ensuring that data models align with data standards, security, and regulatory requirements.
- Technical Proficiency: Strong SQL skills for querying databases and validating data models, along with knowledge of relational and non-relational database systems.
- Documentation: Ability to create comprehensive data dictionaries, entity-relationship diagrams (ERDs), and other documentation for development and reference.
- Problem-Solving: Skilled in identifying data issues, gaps, and inconsistencies, and working to resolve them through effective modeling and data integration strategies.
- Communication Skills: Ability to clearly communicate complex data structures to both technical and non-technical stakeholders.
Desirable Qualifications and Experience
- Relevant tertiary qualification in Information Technology is desirable
- Advanced knowledge and understanding of information technology.
- Proficiency in MS SQL Server, SSRS (SQL Server Reporting Services), SSIS (SQL Server Integration Services), Power BI, MS Access, or similar reporting tools.
- Experience in developing and maintaining metadata information, including data dictionaries, data lineage maps, and entity relationship diagrams.
- Experience in scenario modelling of datasets to support policy initiatives and funding requests.
- Proven ability to identify, troubleshoot, and implement solutions to enhance data quality and streamline service processes.
- Proven ability to document business requirements and develop plans for database and reporting solutions and enhancements.
