About the Department
The department provides a wide range of learning and development support and services.
The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Victorian School Building Authority
The Victorian School Building Authority (VSBA) is part of the Department of Education. Established in 2016, it oversees Victoria's largest school building program since the state introduced free public education in the 1870s.
The VSBA upgrades and expands existing schools and plans, designs and builds new schools to meet enrolment demand. We also support schools to maintain their buildings and grounds by offering expert advice and coordinating maintenance programs and grants.
With Victoria recently introducing two years of funded kindergarten, the VSBA is also working with the early childhood sector on a massive kindergarten construction program.
About the Division
The Corporate Division provides corporate support to all VSBA teams and fulfills an important assurance and oversight role. It guides the VSBA to achieve our strategic objectives, our project and program management requirements, and ensures our decision-making is transparent and accountable through the provision of governance, assurance, risk management, systems support and performance reporting. The division also regularly reviews current market trends for accurate budgeting and obtaining value-for money tender outcomes and manages the VSBA's financial transactions, advice and reporting. The division also provides end-to-end communications for building projects, maintains the VSBA website, and supports campaigns and social media, ministerial event briefings and events.
About the Role
There are two (2) fixed term positions available until 30 June 2028.
The Partnering and Support Branch partners with the stakeholders across the VSBA to support project management data and financials to provide accurate reports and costings to support business decisions. The Partnering and Support Branch is comprised of three teams:
• Cost Control Unit
• Portfolio Partnering Unit
• Business Analysis Unit
The Financial Analyst role sits in the Cost Control unit. Their primary responsibility is to assist in the cost analysis of capital projects and program costs. This involves performing tasks related to capital project analysis, such as extracting data from different systems to create cashflow projections, preparing routine reports on capital works with a focus on variance analysis, month-end accruals, and commitment reporting. Additionally, this role will assist colleagues in retrieving and analysing project data for precise functional rate calculations and tender analysis.
To be successful for this role you will need:
- Demonstrated experience in financial or management reporting.
- Commitment to continuous improvement and attention to details.
- Written and verbal communication skills.
- Stakeholder engagement and effective working relationships.
- Demonstrated analytical skills.
- Previous experience handling multiple datasets.
- Proficiency in Microsoft Excel.
Key Accountabilities/Capabilities:
- Coordinate the provision of support for budget development, management reporting & analysis.
- Highlight issues and risks, and provide advice on financial options & strategies.
- Identify and resolve financial application performance problems through investigation, troubleshooting, testing and error resolution.
- Develop and monitor/improve financial policies, processes and procedures by identifying opportunities for re-engineering & driving innovation.
- Build and maintain effective working relationships with external stakeholders such as representatives from other government entities.
- Develops and implements systems and procedures to guide work and track progress.
- Identifies more and less critical activities and operates accordingly, reviewing and adjusting as required.
- Analyses issues from different perspectives and draws sound inferences from information available.
- Accounting Knowledge - A sound understanding of the accounting principles and standards as applied in the government sector.
- Ability to analyse detailed financial information into clear advice for management to drive outcome.
- Actively seeks to meet customer needs and is committed to delivering high quality outcomes for clients.
