Financial Services Division (FSD) FSD is responsible for designing/implementing financial management principles, processes, systems ensuring managers have necessary support to execute financial management responsibilities. FSD establishes appropriate financial management and assurance environment within schools, groups, regions, statutory authorities. FSD administers programs supporting students to access education provision ie student transport assistance programs, Camps Sports Excursions Fund. FSD operates on 3 levels: strategic to support decision making; control, assurance and governance to ensure compliance with legislation/standards; operational to provide functional support / service delivery. FSD has key role supporting 2nd line of defence through its oversight functions.

Position Details

Finance & Compliance Branch (FCB)

FCB must ensure financial records of the Department are maintained accurately enabling the timely extraction of financial data across the Department.

FCB is responsible for the compilation of the Department's financial and taxation reporting to its various stakeholders; ensuring compliance with Financial Management and Taxation Compliance Frameworks and Financial Policies; and providing accounting, tax and insurance services for corporate and schools.

FCB is responsible for monitoring financial risks and controls, delivering 2nd line of defence function for the Department through effective risk management and business monitoring corporate office and schools.

The purpose of this role, in conjunction with the Manager, Financial Accounting and Reporting, is to ensure the Department complies with the Financial Management Act 1994, Standing Directions of the Minister for Finance, Financial Reporting Directions issued by the Department of Treasury and Finance (DTF), Government Accounting and Australian Accounting Standards.

In delivering compliance, the role will assist the Manager, Financial Accounting and Reporting in ensuring the integrity of financial data in the general ledger and maintain key linkages with relevant central agencies, the Department's other portfolio entities, and within DET to achieve a high level of compliance to the Government's financial management policies and reporting requirements.

The role is responsible for managing the financial audit cycle and the internal audit project plan, and the direct supervision of two financial accountants in delivering the Department's statutory reporting obligations.

The role also requires strong leadership, management, and excellent communication skills required for building and maintaining effective stakeholder relationships and providing sound financial advice across the Department.
