Position Details

The purpose of the PPP Manager Role is to lead the PPP team and oversee and administer the operational requirements of two school PPP contracts that encompasses 27 school sites and from time to time the PPP Manager may assist and be involved in the delivery of non PPP capital projects.

This role involves a range of tasks and activities including: establishing and maintaining the DET Contract Management systems and processes required for both PPP and contracts; work with the consortia teams and the school Principals to monitor performance during the operating phase, establish processes and reporting procedure and oversee resourcing requirements; work with the school Principals and school leaders in the establishment and delivery of PPP school-based processes. This will involve developing ongoing and trusting relationships with the Principals to support them in the operation of the PPP model for their schools; oversee the development and implementation of contract management tools for the operating phase, including development of a contract administration manual and benefits realisation plan; and provide senior leadership, guidance and mentoring to the existing PPP administration team.

The PPP Manager will also have overall accountability for PPP contract administration, including: Overseeing the compliance with service specifications within the PPP contract/s to ensure the provision of high quality support and services to the schools; reporting on compliance with the contract/s including providing advice to the Department on performance against KPIs, risk management and the resolution of day-to-day issues as well as assuming the oversight and responsibility for managing Quarterly Service Payments due to the consortium; using expert knowledge of contract compliance and providing guidance on strategic contract management to senior executive and to the existing PPP administration team.

A pre-requisite for this role is previous PPP delivery experience, whilst commercial, legal and/or asset management experience on large-scale infrastructure projects will be highly regarded.
