This role represents an excellent opportunity for an experienced Senior Compliance Officer to contribute to quality education outcomes for all students, but in particular support the welfare and education outcomes for international students and build global learning and engagement opportunities for domestic students through the activities of the International Education Division.

The successful candidate will be part of a project team that is developing the policies, procedures, assurance frameworks and implementation plans to support the governance and compliance of the International Student Program in Victorian Government Schools and subsequently be responsible for ongoing assurance and compliance.

Position Details

The Victorian Department of Education and Training (DET) is seeking an experienced compliance officer to support the welfare and education outcomes of international students, who make an important contribution to the Victorian education system and our school communities.

The purpose of this role is to ensure ongoing compliance of the International Student Program (ISP) in Victorian Government Schools with the Education Services for Overseas Students (ESOS) Act, ESOS National Code, the VRQA Guidelines for international education providers and Child Safe and Reportable Conduct obligations. This includes a focus on ensuring international student safety, wellbeing and support.

A good compliance culture and continuous improvement practices help ensure that Victoria continues to have a strong reputation for delivering a high quality ISP that meets the needs of international students and the schools that host them.

Initially the role will be part of a project team that will:

  • Develop/ review policies, procedures and student agreements to meet the required ESOS standards and VRQA guidelines and Child Safe Standards
  • Review materials (online and hardcopy) and records management processes to ensure and demonstrate adherence with the above
  • Clarify roles and responsibilities and potentially create new compliance functions with the Department and develop training for Department and school staff
  • Create a communications plan to advise schools, agents, Department staff and prospective and current students of revised policies and procedures
  • Liaise with DET's key compliance stakeholders, including the VRQA, Commonwealth DET, and the Department of Home Affairs and State and National school international education peak bodies to revise ISP audit and assurance processes.

The role has ongoing responsibility for working across all teams in DET's International Education Division and its key delivery partners across the Department including Regional Services Group and Integrity and Assurance Division, to ensure compliant ISP policies, procedures, systems and audit functions are in place, and understood by the relevant departmental and school staff. This includes building and promoting a culture of compliance and capacity building activities.
