Manager, Schools & Senior Secondary

The Manager, Schools and Senior Secondary unit plays a critical role in regulating Victoria’s school system. The unit registers Victorian government and non-government schools; non-school senior secondary providers; and accredits senior secondary qualification awarding bodies. Applications for registration are assessed against legislated minimum standards. The position works closely with the VRQA lawyer. The successful candidate will have proven ability to create and lead a high-performing team of experts; have demonstrated ability to develop and implement risk-based regulatory programs; understand public policy frameworks and how government policies are enacted; and, ideally, have an understanding of the education regulatory environment and practical knowledge of school systems and culture.

Position Details


This position plays a critical role in contributing to Victoria's quality education and training system by managing the VRQA's regulatory responsibilities for all Victorian schools.

You will have worked in a regulatory environment and understand its authorising and policy context. Your work will involve assessing applications for registration by considering the evidence provided against the requirements of the legislated minimum standards.

An understanding of school systems and culture would be an advantage.

Your capacity to engage a team to deliver outcomes is critical, as is the ability to build strong relationships and networks with peers and stakeholders.  Strong planning and organising skills are highly desirable.

You will report directly to the VRQA CEO and provide high level advice to the VRQA Board and its subcommittees, VRQA executive, and senior officers in stakeholder organisations.

The position:

  • quality assures registration and review applications prepared by team members before recommending to VRQA delegate
  • establishes and monitors rectification plans or enforceable undertakings of non-compliant schools
  • builds high-performing team processes including planning, scheduling, and business processes
  • drafts briefing papers and reports for the Board and ministers on school registration matters
  • manages formal and informal relationships with key stakeholders such as the Department of Education and Training, Catholic Education Commission of Victoria, VCAA
  • advises on implications of government policies, legislative changes and other external compliance obligations such as ministerial directions and co-regulatory arrangements
  • manages secretariat support to a Board subcommittee
  • liaises with the Communications team to strengthen educative resources and digital solutions
  • maintains and reviews school regulation guidelines and policies.
