The VSBA has recently established a Portfolio Management Office to provide a single source of truth for information, and lead a culture of informed decision-making, shared accountability, and continuous improvement in education infrastructure delivery.

Role purpose

The purpose of this role is to initiate project and program cost analysis and support the establishment of a new cost control function to support the VSBA to:

- Improve project costings and cost data accuracy to ensure accurate upfront costs for capital works projects

- Establish processes to monitor and analyse program-wide project cost data

- Undertake budget and cost analysis functions includes costings for new projects, and lifecycle cost management

Position Details

The Manager, Cost Control will be responsible for initiating the cost analysis of projects and programs across VSBA, and will play a leading role in establishing the new cost control function within the Portfolio Management Office which will operate as the organisation's 'single source of truth' to inform project/program-related decision-making activities.

The initial focus for this role is to establish the new functional team, comprising project accounting specialists and quantity surveyors, who will work to improve the integrity of project costing information for capital works projects; enable regular cost performance reporting; and support the establishment and embedding of processes that will underpin the monitoring and analysis of program-wide cost data.

Candidates will be able to demonstrate their capabilities in core disciplines including project accounting, data/information analysis and management reporting. The successful candidate will also have proven their ability to build and/or shape the development of a team of specialists charged with applying their authoritative information and advisory services to project and program-related management decision-making processes.

Other critical capability requirements to ensure success in this role include a demonstrated ability to forge productive and collaborative relationships across different organisational functions and to influence and drive change which supports improved project/program outcomes.
