Position Details
THE ROLE
The Manager, Economic Inclusion and Carers leads the design, delivery and evaluation of evidence-informed policy, strategy and programs to improve economic inclusion and participation in Victoria. Reporting to the Director, Community Inclusion, Carers and Volunteers, the role plays an important role as part of the Unit's leadership team to deliver on key government priorities.
This role leads financial inclusion policy, working across relevant portfolios, and oversees large and complex programs and stakeholder relationship management for significant financial hardship initiatives with key partners such as Good Shepherd Australia New Zealand. The role also leads on policy and program development for the Victorian Concessions Program, working across the department and across government.
The role is responsible for delivering the whole of government Victorian Carer Strategy 2025-2035, working with internal and external stakeholders including Carers Victoria, and oversees the delivery, evaluation and improvement of large-scale programs that support unpaid carers.
The role leads stakeholder engagement and consultation across the department, Victorian Government, and with key external partners to identify and implement opportunities to enhance the effectiveness and efficiency of Victorian financial inclusion and carer support initiatives, and to monitor and report on progress.
The role operates within a dynamic environment that requires a capacity to manage multiple workstreams and significant program budgets, exercise sound judgement, work with a high degree of autonomy, and proactively develop effective relationships with senior internal and external stakeholders.
The role requires demonstrated people management and leadership skills and cultural awareness to ensure a collaborative, inclusive, empowering and high-performing team culture. Strong policy and project management skills, the ability to produce high-quality and timely government products including budget and Cabinet submissions, progress reports and Ministerial briefings are also key elements of the role.
ACCOUNTABILITIES INCLUDE
- Provide authoritative advice, reasoned recommendations and innovative options to address complex and systemic economic inclusion and carer support issues, based on comprehensive data, evidence, and stakeholder consultation.
- Undertake data analysis and modelling and lead the development of strategic reform, budget strategy and social investment options and recommendations to enhance economic inclusion and carer support in Victoria.
- Develop, manage and evaluate complex policy and program initiatives that meet government and departmental objectives within resourcing, timeline and budget parameters, including effective and proactive identification and management of risks.
