An exciting opportunity exists for a Director New Capital Works on a full time (5 year contract) basis in Homes Victoria.

Homes Victoria is the government agency managing Victoria's social and affordable housing system and will play a stewardship role for the social housing system, managing Victoria's public housing, the homelessness system as well as deliver a landmark $5.3 billion investment in social and affordable housing, delivering over 12,000 new dwellings.

The Director, New Capital Works will join the Housing Development Branch working alongside other Directors who are delivering the Big Housing Build, Ready to Build, Public Housing Renewal Program and the Ground Lease Model projects.

Responsibilities

The Director, New Capital Works is responsible for leading and overseeing the design, construction, and development of business-as-usual projects for Homes Victoria focussing on stand-alone and small to medium residential developments spread out throughout Victoria.

Within the context of a public sector accountability framework, the Director, New Capital Works will be responsible for ensuring that all parts of the programmes' design, implementation, and delivery are effectively managed and delivered within the framework. This will require you to play a leading role in the construction and delivery strategy of the programme, including overseeing the development of designs, supervising the approval of planning applications when necessary, formulating project estimates, liaising with a variety of commercial, legal, technical, and engineering experts, and guiding negotiations, contract management, and administration.

Skills and Expertise

As our ideal candidate, you will be required to demonstrate:

  • Extensive knowledge and comprehension of the design, construction, real estate, and financial management standards that apply to the building and construction sector.
  • The ability to manage intricate contractual and technical difficulties associated with construction that have high-level ramifications for the programmes, such as buildability, functional, and liveability needs of the residences.
  • A thorough awareness of the requirements set forth by the government for the execution of capital programmes.
  • Successful management of significant capital works projects to meet financial and service delivery goals.
  • Ability to establish, develop and maintain effective business relationships with internal and external stakeholders.
  • Highly effective communication through articulating information according to audience needs with the ability to influence the decisions, actions, and perceptions of others.
  • Strong leadership skills including strategic thinking, delegation, and emotional intelligence, in addition to the ability to effectively communicate with, motivate and coach the team.

You must possess the right to work in Australia and tertiary qualifications in a relevant field are highly desirable.
