POSITION SUMMARY:

The Senior Program Officer roles in the Maternal & Child Health and Early Parenting (MCHEP) Unit will support and strengthen the delivery, management and improvement of Maternal & Child Health (MCH) and Early Parenting services across Victoria. The positions will play a key role in service planning and ongoing program management functions, implement election commitments, workforce initiatives and program priorities including Sleep and Settling.

The roles will build strong partnership approaches and work across a broad range of internal and external stakeholders to deliver program and system improvements to underpin a strong, responsive, and high-quality MCH and Early Parenting service system.  The roles require resolution of policy issues, program management capability, project planning and delivery, including contract and procurement management, budget management and reporting.

The successful candidates will have high level stakeholder management skills and advanced government and program experience with a demonstrated ability to deliver on complex service or program improvements. 

Accountabilities

  • Negotiate, manage and monitor service agreements for organisations, against program and service targets with a focus on delivery high quality programs/services.
  • Pro-actively build and maintain positive relationships with key stakeholders to facilitate a partnership and service improvement approach.  
  • Manage and oversee projects or programs and be accountable for the successful planning, delivery, completion and monitoring of projects/programs within resourcing, timeline and budget parameters.  
  • Formulate compliance and evaluation strategies to address specific issues related to the effective provision and implementation of required outcomes.
  • Provide expert and authoritative advice, reasoned recommendations and innovative program options and solutions to highly complex and sensitive issues and prepare and present detailed, comprehensive reports, ministerial briefs, cabinet and agency submissions on complex matters including service delivery issues, risks and trends impacting on achieving key business objectives, policy initiatives and operational imperatives.
  • Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
  • Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.
  • Demonstrate how the actions and outcomes of this role and work unit impact clients and the department's ability to deliver, or facilitate the delivery of, effective support and services.
