Position Details

About the role: 

The Director, Cabinet and Ministerial Services reports to the General Counsel and Executive Director, Legal and Governance Branch. This varied and dynamic position strategically plans and manages the department's Cabinet, Parliamentary services and ministerial support functions (via the hosting of the Departmental Liaison Units). It oversees appointments to statutory boards and other portfolio entities, advising on the proper application of government policy and guidelines. The Director is also responsible for the administration of Ministerial briefings and correspondence, as well oversees the department's feedback and complaints management and reporting systems.

The role requires a professional and organised individual, with a thorough understanding of public administration, government processes and the ability to work in a complex, sensitive and fast-paced environment. The Director demonstrates strong leadership and experience in Cabinet and Parliamentary processes, productive servicing of Ministerial offices and the department, as well as managing a team with a dynamic work agenda with a high level of attention to detail.

The position has a broad portfolio of responsibilities, with an emphasis on intra and inter-departmental collaboration. The Director may be called on to manage relationships with our Ministers' offices, support our response to an internal audit of entities governance, oversee the delivery of Cabinet and committee submissions, brief the Minister(s) on appointments matters, as well as to help to build capability and awareness in various parts of the department.

About you:

Can you demonstrate the following?

  • Influence policy and strategic direction of the department through contribution to executive leadership and organisation wide goals. Providing considered and authoritative strategic advice to the Board, senior executives, and Ministers.
  • Lead and direct the management and delivery of high quality, responsive services and functions that meet the department's objectives and the changing needs of the organisation.
  • Lead and facilitate relationships, negotiate outcomes, consult, resolve conflict while maintaining relationships and collaborative networks across the department, other state government departments and key oversight bodies.
  • Make judgements and assess risk guided by policy, practice, guidelines, and precedent. Demonstrate effective judgement under pressure and effectively represent the department's interests in high-level discussions and negotiations.
  • Provide timely expert advice and develop open and effective communication strategies including collection of highly complex, contentious, or sensitive information on matters of staff or business.

Qualifications / Specialist Expertise

  • A tertiary qualification in public administration, law or management fields would be desirable.
  • Demonstrated specialist expertise in Cabinet and parliamentary processes, ministerial support and governance, including the provision of authoritative advice on high‑risk, sensitive and time‑critical matters is highly regarded
