POSITION SUMMARY:

Responsible to the Project Director, Design & Technical for the Frankston Hospital Redevelopment (FHR) Project, the Senior Project Manager - FFE will be a highly focused and driven professional who is passionate about contributing to the delivery of public health infrastructure, working within a high-performing project team to drive exceptional outcomes.

The Senior Project Manager – FFE will have relevant and extensive experience in managing design and technical components of major health infrastructure projects including ideally with projects delivered as Public Private Partnership (PPP) Projects and/or other High Value High Risk (HVHR) projects.

The Senior Project Manager – FFE will also have well established people and stakeholder management skills, with the role required to work with and support a multi-disciplinary team of project managers and external consultants and be a key interface with the health service provider on the FHR Project. 

The role will require experience in health related equipment planning and procurement and components of clinical planning .

Are you 

Someone with proven project leadership skills combined with strong interpersonal and communication skills particularly on capital building projects.

In addition, you will demonstrate skills and experience in: 

  • FF&E planning and management for PPP and other major health sector infrastructure projects.
  • Project management, with proven skills in delivering project outcomes within specific timelines.
  • Experience with Public Private Partnership (PPP) models, particularly health and social infrastructure projects.
  • Clinical or clinical design planning experience.
  • High level interpersonal and written communication, consultation and negotiation skills, as well as the ability to make judgements about and articulate issues at senior levels within the public and private sectors. 

Key accountabilities

Initial Project – Frankston Hospital Redevelopment Project  

The Victorian Government is delivering a major redevelopment of the Frankston Hospital – the largest ever health capital investment in the Frankston and Mornington Peninsula. 

Located on Hastings Road, the Frankston Hospital will support the increasing demand from Melbourne's south, ensuring families can get the care they need closer to home. 

The redevelopment is being delivered as a Public Private Partnership, which involves bringing together a private consortium to design, build, finance and maintain the new hospital for a period of 25 years. 

The Project is being delivered by the VHBA, in partnership with Peninsula Health. 

Purpose and accountability

Purpose

The Senior Project Manager - FFE will be responsible for the planning, delivery and reporting on progress of infrastructure projects with a particular focus on FF&E planning, procurement, management and implementation.  The Senior Project Manager - FFE will ensure that all relevant aspects of the project are effectively scoped, all technical and commercial issues are identified, properly assessed and managed in terms of project output as well as collaborating with other project managers, consultants and team members to ensure the project's delivery.

The Senior Project Manager – FFE will report directly to the Project Director, Design & Technical.

The Senior Project Manager – FFE will possess strong stakeholder and project management skills and will lead the coordination of all participants on the project, ensuring expectations are understood and agreed, program developed and closely monitored, key milestones met, and that delivery, performance and financial targets are achieved.

Accountabilities 

Operating at value range 1, you will:

  • Manage and oversee the full life cycle of projects to meet departmental objectives including:
    • Leading research, analysis and implementation of complex projects based on defined outcomes and outputs.
    • Managing and overseeing projects or sub-projects and being accountable for the successful delivery and completion of the projects/sub-projects within resourcing, timeline and budget parameters including working closely on design with clinical teams and the development of FF&E requirements and procurement strategies on health projects. 
  • Monitoring and evaluating projects to ensure departmental objectives are met.
  • Provide leadership, guidance and authoritative advice to internal and external stakeholders and prepare and present detailed, comprehensive reports, ministerial briefs, cabinet and agency submissions on complex matters.
  • Pro-actively build and maintain positive relationships with key stakeholders to facilitate a partnership approach.
  • Where responsible for overseeing, monitoring or delivering projects, ensure they are delivered in accordance with relevant legislation and government regulations and guidelines.
  • Project management, with proven skills in delivering project outcomes within specific timelines.
  • Managing a number of project tasks or work streams simultaneously.
  • High level interpersonal and written communication, consultation and negotiation skills, as well as the ability to make judgements about and articulate issues at senior levels within the public and private sectors
  • Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
  • Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.
  • Demonstrate how the actions and outcomes of this role and work unit impact clients and the department's ability to deliver, or facilitate the delivery of, effective support and services.
