Position Details

POSITION SUMMARY:

The Victorian Health Building Authority (VHBA) is responsible for the delivery of an ongoing capital investment program. The program includes responsibility for the development of asset strategies as well as the planning, development and delivery of new build and redevelopment infrastructure projects.   

Responsible to the Project Director, New Melton Hospital (NMH) Project, the Project Director, Transaction will be a highly focused and driven professional who is passionate about contributing to the delivery of public health infrastructure, working within a high-performing project team to drive exceptional outcomes.

While the primary focus of the role is to lead the New Melton Hospital (NMH) Project's procurement and transaction processes to ensure the successful delivery of the Project, the role will also provide authoritative specialist input into the development and delivery of VHBA's other High Value High Risk (HVHR) capital projects in particular those projects delivered as Public Private Partnerships.

The Project Director, Transactions will have relevant and extensive experience in managing procurement processes and providing transaction advisory services across High Value High Risk infrastructure projects with a specialist knowledge of the Public Private Partnerships procurement model across both the procurement and delivery phases.  

The Project Director, Transactions will also have well established people and stakeholder management skills, with the role required to manage a multi-disciplinary team of project managers and external consultants and be a key interface with the health service provider as well as the private sector counterparty across the procurement phase of the NMH Project.

The Project Director, Transaction will have a deep appreciation for best practice when it comes to the management of the procurement and tendering process for High Value High Risk infrastructure projects, the Victorian Government's key infrastructure policy frameworks including all PPP policy frameworks (such as the Department of Treasury and Finance Partnerships Victoria Requirements and its broader High Value High Risk framework) and working collaboratively with and managing teams of dedicated project resources to ensure successful project delivery. 

The successful applicant must also be capable of translating the Department's strategic objectives of ensuring all Victorians are able to access good health and wellbeing into the tendering requirements of VHBA's PPP and other High Value High Risk projects throughout all key phases of project development (including, the planning, procurement and delivery).

Are you:

A PPP practitioner with proven experience in successfully leading and managing the procurement/tendering and delivery phases for major infrastructure projects and in particular, health PPPs (with government and/or private sector experience).

  • A person with exceptional experience in providing authoritative quality and strategic procurement and transaction advisory services
  • A person who has successfully led specialised, high performing project teams
  • A highly motivated individual, with strong interpersonal and communications skills
