Position Details
About the role:
The Manager, Harm Reduction Reform Implementation leads and manages a small team within the Reform Implementation Unit 1 (Harm Reduction) tasked with successful implementation of priority and complex reform time-limited AOD service delivery and system reform initiatives.
Reporting to the Director, Reform Implementation Unit 1 the Manager will lead and support staff within the team to achieve their potential and deliver responsibilities effectively and efficiently. The role requires extensive collaboration and the fostering of productive relationships with a range of stakeholders including potential and current service providers, other departments and program and policy areas within the department.
To be successful in this role, you will be an experienced people leader and manager, with a history of successfully delivering complex projects. You will possess outstanding communication, problem solving and stakeholder management skills. The role is well suited to individuals who enjoy working and leading others in a dynamic environment and implementing system reform.

About you:
Key Role Accountabilities
Project Management - Where responsible for overseeing, monitoring or delivering projects, ensure they are delivered in accordance with relevant legislation and government regulations and guidelines.
Analysis and Judgement - Identify emerging issues, risk and trends impacting on the successful achievement of key business objectives and imperatives and provide high quality business intelligence and sound recommendations based on comprehensive research and investigations.
Strong critical analysis and reporting skills, high attention to detail, excellent writing skills and experience in managing stakeholder relationships.
Strategic Thinking - Formulate compliance and evaluation strategies to address specific issues related to the effective provision and implementation of required outcomes.
Leadership and People Management - Effectively supervise and provide leadership to a team of employees by:
- leading and supporting individuals to achieve their potential and contributing to organisational goals and outcomes.
- modelling behaviours integral to good people management and departmental values.
- Extensive experience coaching, developing and managing a team
- Extensive experience in change management and providing positive and constructive leadership during and following change management periods
Proven ability to operate in accordance with delegated authority, consistent with departmental and government policies.
Qualifications / Specialist Expertise
Qualifications - Tertiary qualification in health or a related field is desirable
Specialist Expertise - Expertise in social service system reform.
A strong understanding of the Victorian health system, and knowledge of the department and its operating processes and information systems is essential.
