Position Details

About the role: 

The Executive Director, Enterprise Technology, provides strategic leadership and accountability for enterprise-wide delivery and optimisation of information technology (IT) services for the Department of Health and the Department of Department of Families, Fairness and Housing (DFFH).

The Executive Director leads the Enterprise Technology Branch to deliver specialist support and vendor management for a broad portfolio of Software as a Service (SaaS), Commercial Off The Shelf (COTS) and custom-built solutions, including platforms developed or implemented through departmental digital programs.

The Executive Director delivers and operates enterprise infrastructure, cloud services and technology programs to support system operations, resilience and high availability. The role is also responsible for optimising IT capabilities to drive cost savings, efficiencies and other benefits across the departments. This includes identifying cost reduction and avoidance of spend on IT as part of ongoing IT cost optimisation.

The role works closely with the department's Chief Information Officer to ensure the smooth management and transition of solution design and delivery to operations, and the efficient deployment of resources.

About you:

Can you demonstrate the following?

  • Lead the specialist technical support and vendor management for a broad portfolio of Software as a Service (SaaS), Commercial Off The Shelf (COTS) and custom-built solutions.
  • Oversee the delivery, operation and continuous improvement of critical enterprise systems, cloud services and corporate platforms, ensuring high availability and performance.
  • Lead identification and realisation of opportunities to deliver improvements in the effectiveness, productivity, and efficiency of the departments' technology-enabled operations through more integrated processes, streamlined workflows and contemporary systems and tools.
  • Drive ICT cost optimisation, including cost reduction, avoidance and efficiency initiatives across the department. 
  • Provide specialist technology advice to the Executive Board and senior executives to support technology-enabled organisational and transformational change.

Qualifications / Specialist Expertise

  • A bachelor's or postgraduate degree in Computer Science, Information Technology, or a related field is required. 
  • Certifications related to IT service management (such as ITIL) and relevant technical certifications is required.
  • Proven experience leading ICT in an organisation of equivalent size and complexity.
  • Demonstrable experience of building sustainable organisational capability and delivering of successful outcomes.
  • Senior level advisory experience.
  • Knowledge and understanding of the key issues impacting the management and delivery of public services. In particular, knowledge across the areas of community, health or welfare sectors would be advantageous. 
  • Knowledge in the Victoria Public Health Sector is highly desirable.
  • Certification in PRINCE 2 or other project management methodology is highly desirable.
  • Agile project and DevOps experience will be advantageous.
