What does the business unit do?

The Department of Justice and Community Safety (the department) delivers a justice and community safety system that works to build a safer, fairer and stronger Victoria. 

Data, Digital and Insights (DDI) focuses on meeting the departments data and digital needs by providing responsive and sustainable services focused on supporting departmental outcomes. The specialist groups within DDI consist of Technology Solutions and Evidence and Insights. 

Technology Solutions explores and employs modern technology to enable the department's business to function via the use of modern, appropriate platforms, products and services. 

Evidence and Insights is responsible for providing end-to-end evidence-based policy support to the Department of Justice and Community Safety, and the reporting of data and research to the Victorian public through the Crime Statistics Agency and the National Coronial Information System. 

What will the role do?

The role of the Lead Developer (Oracle Apex / Forms) is responsible for the design, build, implementation, and support of client business solutions. Some key accountabilities include:

  1. Develops and leads the specification and design of complex solutions in collaboration with departmental stakeholders including business users, product manager, business analysts, senior developers, architects and testers.
  2. Manages and undertakes design and development activities through the selection of appropriate technology, design standards, methods and tools, consistent with agreed enterprise and solution architectures and industry best practises and standards.
  3. Actively lead and participate in the ‘end-to-end' delivery of solutions from business requirements, solution design and build, testing, deployment and ongoing support.
  4. Produce complex documentation in accordance with the quality review standards such as technical specifications, solution design, release and deployment instructions, procedures, user & support manuals and work packages.
  5. Provide expert advice, guidance and assistance to colleagues and team members on development methodologies, coding standards, development tools, operating systems, databases, scripting languages and ensures compliance.

What skills should a Lead Developer (Oracle Apex / Forms) have?

As our ideal candidate, you will have:

  • Extensive knowledge and experience in design and build of complex relational database architectures in an Oracle environment.
  • Extensive knowledge and experience in design, build, and support of complex applications using Oracle APEX v18+, Oracle Weblogic 12c and Apache Tomcat v9+.
  • Very strong experience with SQL, PL/SQL, JavaScript, CSS, Forms & Reports 12c, BI Publisher and Jasper Reports.
  • Experience using and configuring version control tools and CI/CD tools such as Jenkins, SVN, Git.
  • Experience across a range of waterfall, iterative, incremental and agile software development methodologies.
  • A relevant ICT tertiary qualification would be highly regarded
  • Appropriate vocation training or certifications in applications and/or specialist products is highly Desirable.
  • Knowledge and experience in Cloud technologies such as AWS, Azure, Oracle highly regarded.
