About the Community Safety Building Authority
The Community Safety Building Authority (CSBA) within the Department of Justice and Community Safety (DJCS) has been established to design, procure, build and upgrade the infrastructure needed to keep communities safe.
The CSBA provides end-to-end project development, management and delivery of Victoria's new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety features such as pedestrian walkway bollards and CCTV networks. As well as delivering new infrastructure CSBA modernises, expands and upgrades existing facilities.
The CSBA has a highly skilled workforce of experienced professionals from across the public and private sectors that support the development, procurement and delivery oversight of major capital projects. The CSBA team includes specialists in community safety infrastructure, project management, engineering, cost management, commercial management, planning, environment and design.
Reporting to the Procurement Manager, the Senior Procurement Adviser performs assurance and compliance review in accordance to polices across a range of procurements of low to high risk and complexity.
This role will assist the Procurement Manager who is responsible for the management and implementation of the CSBA's procurement and contracting function, with emphasis on requirements for construction projects. The role is required to provide authoritative advice to managers and staff on all matters relating to procurement, contract management and tendering processes for CSBA activities.
About the Role
The Senior Procurement Adviser liaises closely with CSBA's senior management, including Project Directors/Managers and the Manager, Finance to ensure that the business unit's procurement needs are met. The Senior Procurement Adviser also ensures adherence to the department and Victorian Government's overarching procurement Framework, standards, policies and practices.
You will also:
- Provide authoritative advice and guidance to CSBA's senior management and staff regarding all aspects and stages of procurement and contract management strategies and processes.
- Manage end-to-end procurement processes across CSBA and assists with the identification and evaluation of suppliers in line with sourcing and evaluation plans.
- Manage procurement and sourcing activities in line with the department's Procurement and Contract Management framework, procurement strategies, and the adoption of procurement technology.
- Apply the appropriate procurement approach relevant to the procurement objective and ensure integrity and justification of procurement process and decisions.
- Develop plans for a range of procurements of low to high risk and complexity, and departmental procurement performance reporting.
- Manage evaluation, approval, and authorisation procedures to ensure probity, security, quality document control and transparency in all procurement activities.
- Identify, establish, and maintain effective relationships with relevant stakeholders including third party suppliers and departmental staff that that will promote effective and efficient delivery of procurement services.
- Assist CSBA in managing the department's Procurement Activity Register to ensure it is reflective of CSBA's upcoming procurement initiatives through consideration of expiring contracts and identified projects.
- Prepare complex documentation such as briefings, proposed contractual agreements, communication plans, presentations, detailed reports and submissions on procurement and contract variation matters and ensures the timely progress of submissions throughout the varied government processes.
- Negotiate and liaise with senior managers, external government agencies and service providers on a range of complex program development and delivery issues.
