About the Community Safety Building Authority

The Community Safety Building Authority (CSBA) within the Department of Justice and Community Safety (DJCS) has been established to design, procure, build and upgrade the infrastructure needed to keep communities safe. Currently going through an exciting period of growth. CSBA are looking for a multitude of positions to be filled to support both new and existing projects.

The CSBA provides end-to-end project development, management and delivery of Victoria's new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety features such as pedestrian walkway bollards and CCTV networks. As well as delivering new infrastructure CSBA modernises, expands and upgrades existing facilities.

The CSBA has a highly skilled workforce of experienced professionals from across the public and private sectors that support the development, procurement and delivery oversight of major capital projects. The CSBA team includes specialists in community safety infrastructure, project management, engineering, cost management, commercial management, planning and design.

The CSBA has three business units - the Office of the Chief Executive Officer (CEO), Major Projects and Program Delivery.  The Office of the CEO incorporates Safety, Commercial & Legal, Reporting & Administration, and Governance & Assurance functions.  The Major Projects unit is responsible for the delivery of major, high-value and/or high-risk infrastructure projects across the Justice and Community Safety Sector. It is predominantly responsible for new build projects across the Corrections & Justice Services and Youth Justice portfolios. The Program Delivery unit is responsible for the development and delivery of a range of new build, expansion and upgrade projects for groups across DJCS including Corrections & Justice Services, Youth Justice and Justice Health, as well as external entities such as Court Services Victoria.  Project Development and Advice sits within the Program Delivery unit and develops new capital projects and provides advice across the whole of the CSBA.

About the Role

The role will contribute to a variety of complex construction projects, including major business initiatives, the procurement of contracted services and products, investment proposals, and infrastructure projects.

There are currently two roles which have a combination of work from home and site based at Marngoneet and Metropolitan Remand Centre projects. Duties include preparation of project plans, monitoring and reporting on project status, contributing to risk and issue management, effective stakeholder liaison, engagement of consultants and contractors, site attendance pre/during construction, contract administration, financial reporting, and project governance. The role may involve working on more than one project concurrently.

You will also:

  • Prepare daily construction surveillance report including monitoring of construction program and 2 week lookahead program.
  • Liaise and collate OHS metrics to update governance reports. Manage safety incident investigations, reporting and closeout safety incidents with Principal Contractor and CSBA Safety Manager.
  • Review and manage revisions to Principal Constructor's management plans in consultation with the Senior Project Manager.
  • Manager and build strong relationships with Operations Manager, Facility management team members and CV escort staff. Work closely with the Facility Management team to close out and handover As Builts and OM Manuals.
  • Manage correspondence and site access to site to State Locksmith, State technical advisors, CSBA I.T. teams and except deliveries. Manage correspondence and site access for decanting of CV staff and equipment. Manager prison access requests
  • Manage defect process on Aconex for allocated Separable Portions.
  • Prepare and review project documentation including reports, plans, budgets and briefing materials for senior management and stakeholders.
  • Manage the procurement activities and engagements, ensuring they are completed on time and to the satisfaction of stakeholders.
  • Organise, participate in and facilitate project meetings, provide secretariat support for complex/contractual meetings and follow up of action items.
  • Undertake research and analysis and prepare advice to the Senior Project Manager/Project Manager and other staff on project related matters including operational communications and consultation strategies.
  • Establish and maintain the project schedules and work breakdown structure including monitoring work against the baseline and reporting on status.
  • Establish and maintain effective relationships with key stakeholders to create mutually beneficial partnerships essential to the success of the project
  • Contribute to proactive risk and issue management, recommend options and solutions, maintain the risk and issue register and produce reports as required.
  • Assist in the development and implementation of new and improved processes to support the delivery of project objectives.
  • Manage the procurement and payment of goods and services related to projects and maintain invoice payment records and other financial data.
  • Control and store documentation relating to contracts, tenders, project documentation and operating and maintenance manuals.
  • Perform other project site and administration tasks as required.

About you

As our ideal candidate, you will have:

  • Demonstrated expertise or knowledge of the principles and processes of project and site management, quality control, and project lifecycle stages.
  • Demonstrated expertise or knowledge of procurement and contract management.
  • Experience in Microsoft Office and use of other project management software.
  • Experience in site management of trades on commercial/ infrastructure projects with a Tier 1 or 2 builder an advantage.
