The Department of Justice and Community Safety (the department) is seeking a General Manager Corporate Services to provide a critical role in Corporate Services – Hume Region.

About the business unit

The Hume Region provides services at Justice Service Centres in Wodonga, Wangaratta, Shepparton and Seymour and at outreach locations across the Region, including Cobram, Myrtleford, Corryong, Benalla and Mansfield.  The Region also has two minimum security prisons with H.M. Prison Dhurringile and Beechworth Correctional Centre.

The Hume Region delivers a range of Justice Services including custodial services at our prisons, community corrections services, sheriff's operations, consumer affairs and front of house enquiries (including Births, Deaths and Marriages applications).

About the role

Reporting to the Director Regional Transformation (CGaS), this role is part of the Hume region executive leadership team, the General Manager Corporate Services role supports the service delivery and responds to the business needs of the Hume Region of the Department of Justice and Regulation.

Leading and managing the Corporate Services Team, the General Manager Corporate Services works collaboratively with Program Managers across the Region to deliver and provide a range of corporate support services.  Services include Finance, Procurement, Recruitment, Payroll, Staff Development and Asset/Facility Management.  The role will ensure a modern and integrated function, whereby creating and sustaining a workforce culture built on solid values, professional excellence, teamwork and accountability.

Developing and maintaining key internal and external stakeholder relationships is essential, as is identifying areas of continuous improvement of services delivered to the Region.

Some of your duties will include:

  • Lead and manage the Corporate Service Team in the effective and efficient delivery of corporate services across the Hume Region.
  • Provide strategic and authoritative advice to the Regional Director, Program Managers and all Regional Executive Members on complex and sensitive matters across corporate services, in order to support executive decision making.
  • Deliver an integrated reporting framework for the entire region which includes comprehensive, tailored budget and financial performance reporting, workforce and people & culture data for regional activities that is compliance focused and provides analysis and evaluation of functional areas.
  • Develop corporate services business plans informed by stakeholder input, ensuring integration with regional priorities and active contribution to the regional executive and project activities.

About you

To be successful in this role, you will have:

  • Extensive experience in managing large-scale complex corporate services environments.
  • Demonstrated leadership skills with experience in managing staff and leading organisational change.
  • Demonstrated ability to develop, analyse, and evaluate budgets and financial reports, including the ability to critically evaluate cost drivers, savings and business improvement opportunities.
  • Knowledge of the Victorian Public Service Purchasing Framework, procurement and human resource requirements.
