About the Community Safety Building Authority

The Community Safety Building Authority (CSBA) within the Department of Justice and Community Safety (DJCS) has been established to design, procure, build and upgrade the infrastructure needed to keep communities safe. Currently going through an exciting period of growth. CSBA are looking for a multitude of positions to be filled to support both new and existing projects.

The CSBA provides end-to-end project development, management and delivery of Victoria's new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety features such as pedestrian walkway bollards and CCTV networks. As well as delivering new infrastructure CSBA modernises, expands and upgrades existing facilities.

The CSBA has a highly skilled workforce of experienced professionals from across the public and private sectors that support the development, procurement and delivery oversight of major capital projects. The CSBA team includes specialists in community safety infrastructure, project management, engineering, cost management, commercial management, planning and design.

The CSBA has three business units - the Office of the Chief Executive Officer (CEO), Major Projects and Program Delivery.  The Office of the CEO incorporates Safety, Commercial & Legal, Reporting & Administration, and Governance & Assurance functions.  The Major Projects unit is responsible for the delivery of major, high-value and/or high-risk infrastructure projects across the Justice and Community Safety Sector. It is predominantly responsible for new build projects across the Corrections & Justice Services and Youth Justice portfolios. The Program Delivery unit is responsible for the development and delivery of a range of new build, expansion and upgrade projects for groups across DJCS including Corrections & Justice Services, Youth Justice and Justice Health, as well as external entities such as Court Services Victoria.  Project Development and Advice sits within the Program Delivery unit and develops new capital projects and provides advice across the whole of the CSBA.

About the Role

The key responsibility of the role is to manage under direction, the implementation of capital works.

The role will advise, manage and oversee processes for the procurement and management of allocated construction projects. Duties include effective stakeholder liaison, engagement of consultants and contractors, regular site attendance during construction, contract administration, financial reporting and project governance. The role may involve working on more than one project concurrently.

You will also:

  • Manage the delivery of allocated construction and associated civil works projects to programme and budget in accordance with relevant financial legislation and department policies.
  • Attend construction site regularly to act as on-site liaison between the project team, site management, contractors, and State consultants.
  • Ensure effective management of stakeholders throughout project delivery, including appropriate consultation on design functionality, facility operation and transition issues.
  • Responsibility to resolve complex and sensitive issues and problems with wide impact involving a number of stakeholders needing integrated solutions.
  • Under direction, negotiate and liaise with senior managers, external government agencies and service providers on a range of complex program development and delivery issues.
  • Maintain a quality management regime in project delivery to ensure the application of a consistent, rigorous degree of project management and accountability as well as continuous improvement.
  • Report to an agreed framework on project status to departmental management, project working groups and steering committees, including recommending necessary project delivery strategies and providing high quality advice on project delivery matters.
  • Procure the best outcomes (in terms of value for money) from new infrastructure development, through competitive processes involving the private sector.
  • Manage the procurement of, and administer contracts with, technical advisers, construction contractors and other consultants associated with allocated projects.
  • Manage the financial tracking and reporting of allocated project elements.
  • This role requires travel to various locations within Victoria where required.

About you

As our ideal candidate, you will have:

  • Demonstrated experience in project management and delivery preferably in large or complex construction or infrastructure projects
  • Preferable experience in upgrade and change of correctional security systems in a live environment
  • Preferable experience in upgrade and change of correctional physical security upgrades within a live environment
  • Preferable experience in delivery of building or construction works in a live operational environment
  • An appropriate qualification in engineering, construction, architecture, project management, or a proven track record of equivalent experience
