About the Business Unit: 

The Department of Justice and Community Safety (Youth Justice) is responsible for the statutory supervision of young people in the criminal justice system in Victoria focussing on prevention, diversion, and early intervention as the most effective and fiscally responsible ways of reducing youth crime. As an area within the department, Youth Justice is committed to the demonstration of the departmental values at all times; serve the community, work together, act with integrity, respect other people and make it happen.

Youth justice custodial centres accommodate young people aged 10-18 years who have been remanded or sentenced by the Criminal Division of the Children's Court, and some 18-21-year-olds sentenced by Adult Courts to a youth justice custodial centre.

About the Role: 

The Operations and Systems Manager is responsible for leading system wide improvements and compliance practices across Victorian youth justice custodial precincts, with a focus on the coordination and delivery of a structured day for young people, court coordination, and movements of young people, as well as Inform.ation Technology (IT) compliance and emergency management preparedness.
As a key responsibility, the role works collaboratively with a range of internal and external stakeholders to support efficacy of services delivery, and integrated and safe practices.


The role:

  • leads several teams within its areas of responsibility
  • requires the successful candidate to work from a youth justice precinct and therefore may come in direct contact with young people
  • requires regular travel between Youth Justice precincts, such as:
    • Parkville Youth Justice Precinct, 900 Park Street, Parkville; and
    • Malmsbury Youth Justice Precinct, 30 Mollison Street, Malmsbury.

About You: 

As our ideal candidate, you will possess: 

  • Experience and high-level knowledge of the day-to-day operation, logistics and barriers of a custodial environment
  • Experience with the coordination of programs across multiple stakeholders or similar
  • Experience and competency in case management practices, ideally within justice or similar setting
