About the Role

The Specialist IT Contracts Planning is responsible to provide input into the development and delivery of IT Sourcing planning function in accordance with the DoT IT strategy and procurement frameworks to ensure successful planning and delivery of IT initiatives.

 

Key Accountabilities

• Contributing to the development of IT sourcing strategies in accordance with DTP procurement policy and IT strategy and the Victorian Government Purchasing Board's guidelines to ensure successful delivery of IT initiatives that are commercially viable, fit for purpose and represent value for money.

• Undertaking research and analysis activities and providing strategic planning advice in relation to IT contracts and assist in the development of strategic initiatives to optimise performance and value.

 Developing relationships to effectively negotiating with and influence key stakeholders to improve understanding and awareness of the value provided by sourcing planning function and ensure agile delivery of IT procurement outcomes in line with customer's expectations.

• Exercising professional independent judgement where methods are partially defined to identify industry trends and market conditions; to recommend IT sourcing strategies and initiatives to leverage industry capabilities and deliver improved service outcomes.

 Developing robust, detailed spend models and reports using data from a variety of sources and contribute to the development of sourcing strategies based on sound knowledge of business needs and supply markets.

 Contributing to the development of annual IT commercial and contract renegotiation program of works that supports the achievement of DoT strategic and operational business objectives.

• Providing effective leadership, people management and support to the team members while ensuing staff are engaged with high levels of cohesion and commitment and are delivering on the services required.

 Promote and support safe, inclusive, and flexible team operations.

 

Key Selection Criteria

KNOWLEDGE AND SKILLS –


• Apply competence and knowledge of IT sourcing to contribute to the development of underlying policies, guidelines and strategies for new and repeat acquisitions and manage associated sourcing activities.

• Provide sound advice and support to identify, analyse, assess and recommend strategic opportunities to improve overall performance and value for money of DoT IT commercial arrangements.

• Effectively manage the development and implementation of sourcing initiatives to improve stakeholder engagement through collaboration and deliver agreed outcomes within scope, time and budget.

• Undertake research and analysis activities and leverage fluctuating conditions in the IT industry to identify opportunities to improve DoT market position and to maximise value driven from commercial arrangements.

• Contribute to the development of procurement strategies based on supply market and category analysis together with in-depth knowledge of organisational demand and requirements to achieve robust, highly flexible and valuable IT sourcing outcomes.

• Apply specialist analytical skills to develop plans and program of work to establish/maintain sustainable IT service arrangements that satisfy business needs and achieve value for money within large, multi-functional and highly regulated organisations.

QUALIFICATIONS AND EXPERIENCE


Mandatory

• Tertiary qualification relevant to the capabilities of the role.


Desirable

• Extensive relevant experience within large and functionally complex organisations especially in IT sourcing and contracts planning disciplines.
• Understanding or have knowledge of the DoT and/or Victorian Government Purchasing Board Policy and Guidelines.
• Experience in the development and implementation of procurement policy frameworks.
