Position Details

An exciting opportunity is available for a Principal Analyst within our Program Budgeting Team in the Department of Treasury and Finance.  The Program Budgeting Team leads the implementation of reforms to the Government's budget and financial management framework. The team is responsible for delivering the program budgeting reform, a once in three decade reform, to improve the quality and timeliness of information systematically available for central government decision-making.

About the role

We require an ongoing VPS 6.1 Principal Analyst.  Some of the key accountabilities are:

  • Play a key role in transforming central government's budgeting structure and system to improve the quality of information available to government for budget management, including both design and implementation phases
  • Collaborate with departments to co-design department-specific program structures that will provide meaningful insights to government and be workable for departments and central agencies, where high levels of negotiation, communication and interpersonal skills are required
  • Contributes high level expertise of the department's financial data, budgeting arrangements and financial systems to inform department's program budgeting structures
  • Identify, design and systemise how this financial information can be supplemented with other existing and potential future data from a variety of sources such as non-financial data or relevant financial comparators
  • Develop and implement DTF's capability and systems to provide impactful and timely insights to the ministers and senior executives on financial and non-financial performance issues


To be considered for this role, you must demonstrate the following:

  • High level capability and proven ability in managing deliverables and staff, with an ability to provide leadership to facilitate resolution of complex issues
  • A record of achievement in the provision of strategic advice to senior management or government on resource management and allocation
  • High level innovative and analytical problem solving and solution generation skills, combined with a flexible and agile approach
  • Sophisticated understanding of government fiscal, budget, accounting and financial management policies, processes and reform directions
  • Proven ability to negotiate and influence others to achieve strategic objectives; and high-level capability in building productive relationships with clients and other stakeholders
