About us

The Department of Treasury and Finance (DTF) provides economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians.

The Budget Strategy Group maintains a central role in supporting sound financial management in Victoria.

The Program Budgeting Team, within the Budget Strategy Group, leads the implementation of reforms to the Government's budget and financial management framework. The team is responsible for delivering the program budgeting reform, a once in three-decade reform, to improve the quality and timeliness of information systematically available for central government decision-making.

About the role

An exciting opportunity is available for a Program Budgeting Manager VPS 6 on a 12 month Fixed-Term contract. This role plays an integral part in the leadership team transforming central government's budgeting structure and system to improve the quality of information available to government for budget management, including both design and implementation phases. Reporting to the Director, Program Budgeting Reform; you will hold a sophisticated understanding of government fiscal, budget, accounting and financial management policies, processes and reform directions.

The key accountabilities are:

  • Manage key deliverables, internal and external stakeholders, and resources to meet required timelines.
  • Prepare quality and timely advice for the Treasurer, Assistant Treasurer and DTF executives on key issues and reforms.
  • Establish and maintain relationships with key stakeholders in DTF, and across departments and agencies, including leading influential stakeholder discussions on program-focussed budgeting.
  • Develop innovative solutions to complex issues and assist in the completion of urgent tasks as they arise.
  • Other duties as directed that are not listed in the position description, but which are consistent with a position of this grade and skills requirement. 

About you

To be considered for this role, you must demonstrate the following:

  • Proven ability to negotiate and influence others to achieve strategic objectives; and high-level capability in building productive relationships with clients and other stakeholders at both a technical and business level.
  • Experience in building and maintaining productive and positive relationships within a team environment and with key stakeholders.
  • High level capability and proven ability in managing deliverables and staff, with an ability to provide leadership to facilitate resolution of complex issues.
  • A record of achievement in the provision of strategic advice to senior management or government on resource management and allocation, including an ability to apply expertise to non-routine or complex data, resulting in establishing high quality options or alternatives and recommendations.
  • High level innovative and analytical problem solving and solution generation skills, combined with a flexible and agile approach.
  • Well-developed project management skills.

Additionally, experience in the public sector resource management and/or a solid understanding of Government services would be well regarded. Coupled with a relevant tertiary education, for example, in economics, statistics or finance, is desirable.
