The Corporate Delivery Services group encompasses Executive Services, Planning and Reporting, People and Culture (P&C), Information and Technology Services and Integrity. 

About the role 

This is a Fixed Term (2 year) opportunity for an experienced, passionate HR Business Partner within the P&C team for the Shared Service Provider (SSP) department. 

Key accountabilities

  • Provide high level analysis, expert advice and support to departmental people managers and staff on employee relations, industrial relations, grievances, change management and other employee relationship matters, which may include advice on relevant policy/practices, legislation and the Victorian Public Service Agreement;
  • Lead, develop, deliver, manage, advise on and support a range of other people management functions, which may include performance management, workforce planning, policy development and implementation, complex employee relations issues, employee relations case management and coordination, capability development, HR data analysis and reporting;
  • Together with the other teams within P&C, provide authoritative guidance, advice on complex issues, and direct services, to people managers and staff in a broad range of HR and organisational development areas, including people management, HR processes, culture and behaviour change, capability building and change management;
  • Build and maintain sound relationships with key stakeholders to become a trusted advisor and strategic business partner on P&C issues within the department and respective business areas.
  • Support and contribute to the work of the broader P&C team to achieve team and departmental goals.
  • Lead a range of strategic HR initiatives, projects and deliverables across various project areas and portfolios.
  • Together with other P&C teams, develop, deliver and facilitate internal training sessions and deliver presentations across a range of project areas, and participate in inter-departmental and whole-of-government forums and working groups acting as a representative of the department.
  • The position may have management responsibilities, with a VPS4 P&C Business Partner reporting into the role. Some responsibilities may include day to day management, allocation of tasks and completion of performance development plans.

About you

To be considered for the role, you must be able to demonstrate:

  1. Proven generalist capability across the HR spectrum including ER, IR, OD, OH&S wellbeing and coaching and facilitation;
  2. Experience in delivering a range of HR services and advice including remuneration, performance management, case management, recruitment, reporting, OD and change management;
  3. Experience in identifying, advising and resolving complex people issues;
  4. Experience in negotiating with and influencing senior stakeholders through strong interpersonal and relationship management skills;
  5. Capacity to set priorities and maintain constructive behaviours within a complex, busy and quickly changing environment;
  6. Leadership or people management experience  
  7. Excellent written and verbal communication skills; and
  8. A collaborative approach to work, including seeking input and ideas for own work and contributing to the achievement of team, Divisional and departmental goals. 

Experience and qualifications

  • A relevant tertiary qualification in HRM or similar is preferred
  • Experience in delivering high level customer service within tight timeframes in a complex organisation
