About us
The Department of Government Services (DGS) was established on 1 January 2023 to bring important day-to-day services together in one department to make it easy and seamless for Victorians and businesses to interact with government. We're working to connect and digitise our systems and platforms across state and local government as well as streamlining our corporate and procurement services.
The Corporate Finance Group
The Corporate Finance Group (the Group) provides financial services including statutory and external reporting, management reporting, budgeting, asset management, accounts payable and receivable as well as electronic procurement support.
Led by the CFO, the Group oversees the following key functions:
- Budget Management
- Grant Management
- Financial Reporting
- Taxation
- VicFleet Finance
- Financial Management Compliance
- Financial Operations (providing shared transactional services to DTF, DPC and other government departments and agencies).
About the role
This is an ongoing VPS5 role reporting to the Manager, Budget and Management Reporting within Corporate Finance.
As Senior Budget Analyst in the Budget and Management Reporting team you will be required to support the Group in maintaining a robust financial planning, budgeting and forecasting process for the Department, DTF groups and agencies.
Key Accountabilities
- Undertake advanced financial analysis providing expert advice to senior management, demonstrating the ability to communicate complex concepts on a range of departmental, group and agency issues.
- Identify and actively analyse and manage emerging issues, trends and risks and provide insight to senior management of the department, groups and agencies.
- Supervise the Department and client budgets by applying the principles laid out in the Financial Management Act 1994 and update the State Resource Information Management System (SRIMS) as required.
- Timely resolution of issues, evaluation of financial proposals and budget bids, advise financial resource allocation, including periodic management reporting.
- Undertake complex research and analysis work and reporting of major strategic initiatives or issues relating to service delivery and available resources
- Contribute to the ongoing development of the management reporting processes and systems while recording and maintaining accurate data using innovative cloud based analytical technologies.
- Assist with VicFleet Finance functions as required and provide high level review and monitoring of VicFleet's lease facilities
- Support the Senior Manager and Director to ensure that the cultural and operational objectives of the team are maintained
About you
To be considered for the role, you must be able to demonstrate:
- Budget Expertise: high level expertise in the development and provision of budget and accounting related services, including identifying emerging financial management issues, forming strategic solutions, and providing advice in a complex Government environment.
- Financial Management: advanced knowledge of resource allocation, budget planning and financial management practices, with an emphasis on Government financial management and accounting policies, legislation, and practices.
- Communication: exceptional ability to convey complex ideas and information appropriate of the target audience whilst being concise, high quality, engaging and supported by rigorous analysis.
- Leadership: extensive understanding of the requirements around delivery of major products and provide strong input into ensuring that project timelines/deliverables are met.
- Relationships/teamwork: proven ability to build and maintain productive relationships, influence stakeholders and team members to work together to achieve outstanding outcomes for the department.
- Financial Systems: knowledge and expertise in the application of financial systems and data analytics that provide intelligence to decision makers.
- Conceptual and Analytical: ability to conduct financial analysis and to prepare and present accurate and timely advice, financial reports, and briefing material.
Experience and qualifications
- Membership of an appropriate professional affiliation such as CPA Australia or ICAA.
- Experience using an Enterprise Resource Planning system (such as SRIMS and Oracle).
- Familiarity with the Financial Management Act 1994
- Expertise in lease accounting and related functions will be highly valued.
