Position Details

 

DTF is looking to a position at the VPS 4 level as an Economist/Analyst.

Social Policy Group provides advice on health, human services, housing and housing affordability, outcomes-based funding and demand forecasting.

In addition to providing advice to Government on key reform policy issues, the Social Policy Group is responsible for implementing the Government's:

  • Partnerships Addressing Disadvantage initiative (formerly the Social Impact Bond Pilot);
  • Government's pilot program for Social Impact Bonds;
  • The HomesVic shared equity pilot; and
  • The $1 billion Victorian Social Housing Growth Fund and the Building the Financial Capacity of Housing Associations (including $1.1 billion of low-cost finance), with the Department of Health and Human Services.


Key accountabilities

  • Work both independently and as part of a team to advise on salient aspects of complex issues relating to social policy, including formulation of practical policy options;
  • Carry out quantitative analysis, especially related to government service delivery and infrastructure demand, to inform policy advice and development;
  • Develop policy proposals and prepare high-quality briefing materials in a timely manner;
  • Develop and maintain effective relationships with internal and external stakeholders;
  • Provide influential financial and commercial analysis;
  • Collaborate on whole of government projects; and
  • Participate in planning and decision-making in the Group.

Experience and qualifications

  • Understanding of financial risk management principles and their application, including commercial project experience, would be valuable.
  • Experience in financial management and analysis, within government, a consultancy or a financial institution would be valuable.
  • Relevant tertiary qualifications in business or commerce.

Successful applicants will be employed pursuant to the Victorian Public Service Enterprise Agreement 2016 and DTF's relevant policies.
