Position Details

We are a relatively small government department that plays a central and influential role working on varied and challenging issues from climate change to competition policy. Our staff work on leading edge economic, financial and resource management policy, as they strive to achieve our common purpose of improving the lives of all Victorians.

The People and Culture team is responsible for the strategic and operational delivery of human resources services within the Department of Treasury and Finance.

We are looking for an enthusiastic and versatile OD Manager to join our team in a VPS6 ongoing full-time role.

You will be successful in this role if you have strong OD management experience, are self-motivated and willing to turn your hand to any task both big and small.

To be successful in this role, you will bring agility, resilience and proven OD capability across program design, management and delivery. This is a fast-paced role with quickly changing priorities and plenty of variety. It would suit someone with a willingness to learn, be a great team player and provide excellent customer service. Specialist experience in L&D will be highly regarded but is not essential.

The role reports into Head of People and Culture. This role does not have direct reports.

Responsibilities
• Design, implement and lead Organisational Development strategies and projects across the organisation including the interpretation and communication of results. Ensure these are executed through an identification of current and future organisational requirements.
• Identify development and training needs across the organisation including resource planning/performance and assisting people leaders to develop succession plans, workforce plans and recommend contemporary approaches to build skills and capability.
• Implement and evaluate effective training and development programs to support employee professional growth whilst providing coaching and assistance to people leaders to ensure employee development remains a priority for all business areas. 
• Lead and support the DTF performance, planning and development review process with a focus on continuous improvement and alignment to DTF's strategic priorities.
• Manage the design, development and coordination of People Matter Survey employee survey and consult with People and Culture Business Partners and people leaders on specific employee engagement opportunities to develop and implement strategies to promote desired organisational culture and behaviour change. 
• Implement programs to guide and engage current and future leaders in developing their leadership capabilities, including leadership styles, and accountability for individual behaviours including management of the DTF Leadership Development Program.
• Measure, monitor and review Organisational Development initiatives providing advice and guidance to the people leaders through the provision of relevant data and information. 
• Support and lead change management initiatives as required ensuring best practice principles of consultation and engagement.
• Work collaboratively with people leaders and staff across DTF to build and maintain long-term, trusting relationships with key internal and external stakeholders.
