About the role:
The Investment and Reporting Division (IRD), within the Investment Governance and Assurance Department (IGAD) is responsible for overseeing the investment planning, development of investment proposals and Expenditure Review Committee (ERC) business cases, and the provision of performance and compliance reporting with statutory, corporate and project obligations for Victoria Police.
Within IRD, is the Integrated Portfolio Office (IPO) which provides the end-to-end investment management pipeline for Victoria Police. This is undertaken through supporting the organisation in investment planning and the development of funding proposals and business cases to be considered by the ERC.
An exciting opportunity exists for a Business Analyst, who will report to the Manager IPO and will support the Investment Planning and Management team in the development of the organisation's Expenditure Review Committee (ERC) business cases.
This role involves working closely with business areas in developing their ERC bids. You will be expected to approach the subject matter for business cases with critical thinking and a solutions-focussed mindset. This will require the ability to consider a range of policy, financial and operational matters in often time limited and high-pressure situations. You will apply your research and analytical skills in the evaluation of different funding options, drawing on your policy and problem-solving acumen to support the Team's financial analysis in costing proposals.

Your duties will include:
- Contribution to the end-to-end development of ERC business cases for the State Budget and out of session ERC meetings
- Quickly gaining a working knowledge of the business areas for which you are developing business cases
- Identifying solutions to problems in the development of proposals and in supporting projects
- Supporting facilitation of requirements gathering and Investment Logic Map workshops to support business case development
- Writing briefings and submissions for executive and government consideration
- Liaising with a range of internal and external stakeholders across a wider range of areas including policy, corporate and operational
- Supporting the leadership team in the delivery of the Team's priorities.
As the successful applicant, you will have:
- Highly developed written and oral communication skills
- Extensive experience in applying your business and policy analysis skills
- Extensive stakeholder experience including the ability to be able to gain support for your proposed approach and dealing with stakeholders at all levels
- Strong policy and projects expertise
Requirements and relevant information:
- One (1) x full-time, ongoing position available.
- This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
