Position Details

About the role:

This is an exciting opportunity for a suitably experienced person to support and enhance the business functions of Operations Support Division (OSD).  The ideal candidate will be well-versed in all business matters and a competent leader who is able to provide high level guidance and support to the Divisional Leadership Team.   

Along with tasks assigned by either the Superintendent or Inspectors within OSD, the Business Manager is responsible for the following:

Primary functions

  • Support to the divisional management team relieving several functions from sworn personnel within the division
  • OH&S reporting and analysis including developing divisional safety strategies positively impacting on member wellbeing
  • Project management support
  • Gather, analyse and interpret external and internal data; articulating outcomes in reports where required
  • Divisional finance and HR analysis to determine appropriate expenditure and allocation
  • Strategic asset management across a large workforce
  • Business support for procurement and contract management
  • Business continuity liaison for the division
  • Oversight of communications and protective security portfolio (Information Management and Information Security – IM&IS)
  • Assist the divisional management team with the development and goal achievement in divisional and command action plans
  • Establish strong working relationships with key stakeholders and maintain these across relevant areas of the command and Victoria Police
  • Support command business functions, where identified
  • Provide policy advice and assist with compliance, where required
  • Support the divisional risk management process

Secondary functions

  • Supportive leadership to the logistics and administration teams (eight VPS employees) including PDP assessments for the two VPSG-3 employees leading each team.
  • Provide support where required during major deployments
OSD is within Transit and Public Safety Command (TPSC) and provides specialist support to Victoria Police through the Public Order Response Team (PORT), State Liquor Unit (SLU) and Sex Industry Coordination Unit (SICU).  The division has in excess of 350 employees supporting community safety on a daily basis.

The successful applicant will report to the Training and Support Portfolio Inspector.

Your duties will include:

  • Supporting the business needs of the division.
  • Ensuring high-end service delivery as part of the leadership team that provide a specialist police response to operational policing.
  • Analysing and value add to divisional budgets, reports, and projects.
  • Being a divisional liaison and auditor in relation to Protective Security and relative functions/databases. This includes auditing and reviewing physical access via the HID Safe application, LEAP access audits, PBEA audits, database access requests etc.
  • Developing Business Continuity Plans (BCP) and providing relevant assurances on behalf of the division.
  • OH&S reporting to the Divisional Leadership Group (DLG) including the analysis and collation of HR Assist data.
  • Providing supportive leadership to the logistics and administration employees and their team leaders.
  • Coordinating annual orders, reimbursements and other financial management processes.
  • Conducting process reviews to ensure divisional efficiencies.
  • Communications coordination including the statistical reporting on divisional surveys via MS Forms, the development of divisional notice boards/newsletters and coordination of the OSD intranet content.
  • Divisional document reviews and streamlining.

As the successful applicant, you will have:

  • High level computer skills, particularly in the use of word-processing, spreadsheets and other software packages including MS Forms and Visio.  Knowledge of Station Books, Equipment Tracking Management System (ETMS) and Oracle applications is highly regarded.
  • Effective time management, prioritisation and analytical skills.
  • Ability to engage and lead across a varied workforce
  • Ability to manage multiple priorities and ensure deadlines are met.
  • Work successfully and effectively in a team environment.
  • Adaptability and flexibility.
  • High level verbal and written communication skills.
  • Ability to interpret and apply relevant legislation and Victoria Police policies.

Requirements and relevant information:

  • One (1) x full-time, ongoing position available.
  • Located at the Victoria Police Centre, 311 Spencer Street, Docklands, 3008.
  • Your usual place of work will be within the Operations Support Division, Transit and Public Safety Command. However, you may be required to work at any other division within the Command as required.
  • The incumbent will be required to complete the OHS requirements of the organisation, which may include local level training relating to equipment usage and Hazardous Chemicals.
  • Public Order Response Team, Transit and Public Safety Command – In accordance with the provisions of the Victoria Police Act, this unit is a Designated Workplace for the purposes of Drug and Alcohol testing.  On direction, all employees in this unit must participate in designated work unit testing and targeted testing.
  • Applicants must be an Australian Citizen, Permanent Resident or hold a valid work permit or visa.
  • The successful candidate will be required to undergo pre-employment checks which may include fingerprint checks and misconduct screening.
  • In accordance with organisational policy, all Victoria Police employees are required to be fully vaccinated (including a booster vaccination) against COVID-19 or hold a valid medical exception.
