Position Details
About the role:
Counter Terrorism Command (CTC) is a specialist area within Victoria Police that works with partner agencies to investigate, disrupt and mitigate the risk of terrorism and politically motivated violence in Victoria. CTC is comprised of three Divisions; Business Services, Capability and Operations. The Business Services Division is a key point of contact in relation to business, finance, administration, project and IT support and is responsible for ensuring the delivery of high-quality business outcomes and governance in support of Command and management initiatives.
The Senior Project Officer will primarily work alongside the Countering Violent Extremism Unit, supporting their project management needs through the development of project scopes, funding proposals, and detailed project plans. This role will involve gathering and refining user and business requirements and leading the development of procurement and tender documentation. Additionally, CTC manages several contracts related to ICT and community organisations, and the Senior Project Officer will take responsibility for implementing the contract management framework, including governance, reporting, and meeting coordination, while leading end-to-end procurement activities to support ongoing contract management.

Your duties will include:
- Development of project management artefacts including project plans, schedules, budgets, risk registers, stakeholder registers etc.
- Preparing procurement and tender documentation and assisting with contract negotiations as necessary.
- Providing advice and recommendations on contractual, commercial, financial, and related issues in connection to procurement and contract administration
- Developing contract management processes, guidelines, reporting and governance frameworks
- Liaising with suppliers to drive performance and compliance with key performance indicators and service level agreements
- Providing contract management and administration functions to support the delivery of project/command objectives
- Contributing to the commercial aspects of the procurement process, subsequent contract management and administration
- Preparation of project reports for senior stakeholders
- Working closely with stakeholders to develop user and requirements
About You:
The successful candidate will ideally have the following skills and experience:
- Experience in undertaking end to end procurement activities within the Government sector Experience leading small projects from initiation to closure
- Experience with the implementation of contract management and administration functions, such as contract management systems and processes and procurement
- Highly developed interpersonal and verbal communication skills, including demonstrated ability and experience to liaise and negotiate complex issues, effectively lead change management and obtain cooperation from a range of major internal and external stakeholders.
- Extensive internal and external stakeholder consultation and coordination skills in relation to project management
- Innovative thinking and problem solving skills
- Excellent attention to detail
Further Information:
- One (1) x full-time, fixed term position to 30 June 2027 available.
- This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
- The successful applicant will be required to undergo National Security Vetting, achieve and maintain a security classification as determined by the Department Head. To achieve this, applicants must be an Australian Citizen
- The successful candidate will be required to undergo pre-employment checks which may include fingerprint checks and misconduct screening.
