Position Details

About the role:

The Facilities Division plans, builds and maintains police stations, buildings and facilities throughout Victoria. Situated within the Planning Unit, the role reports directly to the Program Manager and is a key member of the team working with executive and operational level stakeholders within Victoria Police, our external agency partner and other government agencies to secure new Leases, Licences and intergovernmental property agreements.

Reporting directly to the Program Manager for the Planning Unit, this role will oversee a portfolio requiring the transaction management and lease administration of circa 70 Radio Base sites. In addition to Victoria Police's occupancy, the role will require ongoing administrative management of sub-occupants.

Your duties will include:

  • Lead lease and licence negotiations for 70+ radio base sites, including renewals, new site acquisitions, relocations, and terminations/disposals.
  • Manage transaction timelines to ensure continuity of operations and avoid service disruptions.
  • Negotiate and formalise sub-occupancy agreements with co-located agencies or third parties.
  • Maintain an accurate register of all radio site leases/licences, sub-occupants, critical dates, and financial terms.
  • Monitor and action key dates including expiries, rent reviews, and options to renew.
  • Ensure compliance with lease/licence terms across all sites and sub-occupancies.
  • Administer and track sub-occupant agreements, including rent recovery
  • Validate rental invoices and outgoings against agreed terms; resolve discrepancies.
  • Monitor rental escalations and budget for future increases.
  • Process internal cost recoveries from sub-occupants and ensure funds are allocated appropriately.
  • Provide regular financial reports and support budget planning for the site portfolio.
  • Serve as the primary contact for internal users, landlords, sub-occupants, and other stakeholders.
  • Collaborate with Property, ICT/Comms teams, and government departments to align infrastructure and lease requirements.
  • Coordinate with the Department of Government Services (if applicable) for lease approvals and administration on Crown-leased sites.
  • Contribute to strategic planning for network optimisation and site rationalisation opportunities.
  • The role will have the support of a centralised accounts payable and receivables team.

About You:

The successful candidate will ideally have the following skills and experience: 

  • Experience as a tenant Commercial Property Account Manager or Commercial Property Manager.
  • Experience delivering complex commercial property transactions including engaging with internal and external solicitors and related consultants.
  • Expertise in effectively engaging key stakeholders and providing strategic advice.
  • Excellent interpersonal skills including negotiation, written and verbal communication skills.
  • Experience and understanding in the management and administration of Crown land desirable.
  • A strong commitment to Operational Infrastructure Department's strategy goals - supporting our people and embracing customer centricity, innovation and collaboration in our delivery of services.

Further Information:

  • One (1) x full-time, fixed-term position available until 31/10/2027.
  • This position is located at Victoria Police Centre, 311 Spencer Street, Docklands, and will require site visits.
