EMV has responsibility for coordinating Victoria's emergency management to prepare the State to respond to and recover from emergencies. EMV has a fantastic opportunity for an experienced and highly skilled Program Manager to ensure the delivery of this important sector wide program of works.

The Program Manager will work with the emergency management sector to oversee and deliver the Emergency Management Impact Assessment Program, a comprehensive impact assessment model for all communities, all emergencies.

The program seeks to develop and implement processes to collect, analyse and communicate impact information to better inform emergency management decision making, and develop models and systems to collect baseline community information.

This role will require the successful candidate to have significant experience in directing, liaising and negotiating with senior external and internal stakeholders, and demonstrated capacity to deliver complex government projects of high strategic value.

Key accountabilities include:

  • Manage the integrity and coherence of the program, coordinate program projects by establishing and managing program governance, controls, plans, schedule and reporting.
  • Financial management of program including mapping and oversight of impact assessment investment across the sector and the establishment of a funding model, budget and ongoing management of expenditure.
  • Resource Management including program and project resource planning, scheduling and allocation of tasks, development and use of common resources and skills.
  • Develop, maintain and effectively manage extensive internal and external networks with key stakeholders, including senior government officials in Victoria and other jurisdictions, industry executives, community groups and agencies.

 About You

We are seeking an experienced, self-motivated, results focused individual with extensive Program/Project Management experience in large complex enterprises. Your experience will include a background in technical / information technology projects with full exposure to the full project management life cycle.

Your stakeholder management skills will be key to delivering high quality outcomes.

To be successful you will have:

  • Demonstrated experience in developing and managing complex technical focused projects involving multiple stakeholders and jurisdictions;
  • Ability to effectively and flexibly operate in a complex and demanding environment with a high degree of accountability;
  • Very strong verbal and written communication skills;
  • Demonstrable capability to influence and negotiate with senior stakeholders;
